RESOLUTION NO. 95-26
A RESOLUTION SETTING FORTH APPROVAL OF A FINAL SUBDIVISION PLAN FOR
BLACK HILLS RANCHOS, TRACT 3301, BEING A SUBDIVISION OF A PORTION OF THE
NW 1/4 OF THE NW 1/4, SECTION 14, TOWNSHIP 21 NORTH, RANGE 19 WEST, LOCATED
IN THE GOLDEN VALLEY AREA, MOHA VE COUNTY, ARIZONA.
WHEREAS, at the special meeting of the Mohave County Board of Supervisors held on January
17, 1995, a public hearing was conducted to detennine the approval of the final subdivision plan for Black
Hills Ranchos, Tract 3301, and
WHEREAS, the owner/developer of this tract is Black Hills 1.1.C., c/o R.S.Y. Development, Inc.,
Bullhead City, Arizona. The engineer responsible for the preparation of the drainage report and design of
this subdivision is Robert 1. Schuetz, P.E., of Mohave Engineering Assoc. Inc., Kingman, Arizona, and
WHEREAS, this property is located on the north side of Crystal Drive and east of Estrella Road,
approximately one mile south of State Highway 68. Access to the subdivision is from Crystal Drive, and
WHEREAS, the Preliminary Plan depicts I a-plus acres subdivided into 23 single family residential
lots and one drainage parcel. The single family residential lots range in size from 8,000 square feet to
22,000 square feet, to provide a density of 2.3 lots per acre, and
WHEREAS, electric power and telephone will be provided by Citizens Utilities Company; water
will be provided by the Golden Valley Improvement District; sewage treatment by on-site septic systems;
and solid waste disposal by Mohave Disposal to the Mohave County Landfill. Golden Valley Fire
Department will provide fire protection, and
WHEREAS, the Final Plat and all required documentation for Black Hills Ranchos, Tract 3301, has
been reviewed by staff. The requirements of the Preliminary Plan have been satisfied, and
WHEREAS, the Preliminary Plan for this subdivision was granted approval on May 11, 1994, via
BOS Resolution No. 94-174. All applicable conditions set forth in Resolution No. 94-174 will need to be
satisfied before recordation of the Final Plat.
WHEREAS, the Board of Supervisors APPROVES the Final Subdivision Plan for Tract 3301,
subject to the following:

I. Arizona Department of Environmental Quality approvals will be required prior to
recordation of the Final Plat.
2. The developer will make the same commitments for improvements in the prospectus to the
State Real Estate Commission as required for approval of this tract by the Board and a final
copy of the State Real Estate Report shall be submitted to the Planning and Zoning
Department.
3. An assured supply of water (lOO-year) shall be approved by the Arizona Department of
Water Resources.
4. An approved method of assurance and/or surety shall be provided in the amount of the
approved cost estimate as approved by the Mohave County Public Works Department for the
final recorded plat, in its entirety, and all required site improvements.
5. A current Title Report (dated within 30 days of recordation) must be furnished to the
Planning and Zoning Department prior to recordation.
6. All conditions as required by the Mohave County Public Works Department in a letter dated
December 2, 1994, from Michael P. Hendrix, P.E., Assistant Public works Director.
WHEREAS, a correct copy of all documents delineated above shall be submitted for staff review
and upon receipt of the evidence that these conditions have been met, together with the executed mylars and
appropriate recording fees, the Director of Planning and Zoning will obtain the necessary signatures from
the County departments and officials and cause the Final Plat for Tract 3301 to be recorded.
WHEREAS, the notice of hearing has been met and published throughout this subdivision process
and the public was afforded notice of this final action through the advertisement of the Board of Supervisors
meeting for this date.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their special meeting
on Tuesday, January 17, 1995, APPROVED this Subdivision as recommended by the Mohave County
Planning and Zoning Commission and outlined herein.
