RESOLUTION NO. 95-14
A RESOLUTION SETTING FORTH A REZONE OF PARCEL 35-3, MOUNTAIN VISTA
RANCHES, PHASE I, SECTION 35, TOWNSHIP 24 NORTH, RANGE 15 WEST, FROM A-R/36A
(AGRICULTURAL-RESIDENTIALffHIRTY-SIX ACRE MINIMUM LOT SIZE) ZONE TO A-
R/5A (AGRlCULTURAL-RESIDENTIALIFIVE ACRE MINIMUM LOT SIZE) ZONE IN THE
MOHA VE COUNTY GENERAL AREA, MOHA VE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on January
3, 1995, a public hearing was conducted to determine whether approval should be granted for a Rezone for
the above described property to Valley Vista Ventures Partnership of Larkspur, California, and
WHEREAS, the property is located north of El Norte and east of Lloyd Road. This land is accessed
via Highway 66, then north on Concho Drive, then east on Superstition Drive, then south on Lloyd Road,
then east on Del Norte to the site, and
WHEREAS, the site is mostly flat and vacant and there are no residences in the area. The owner
intends to create four five-acre parcels and a twenty-acre parcel. There are several splits in the area that are
five acres, and
WHEREAS, there are no significant washes or drainage that cross the property. Review of
Roodplain Map #04Q058-2025B indicates that this parcel lies within Zone C, an area of minimal flooding,
and
WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
December 14, 1994, the Commission recommended APPROVAL for a Rezone subject to the following:
1. The eastern parcels be zoned A-R/5A (Agricultural-ResidentiallFive Acre Minimum Lot
Size) and the western parcel be zoned A-R/15A (Agricultural-ResidentiallFifteen Acre
Minimum Lot Size).
2. Submittal and recordation of a Parcel Plat prepared in accordance with Article 3.16 ofthe
Mohave County Subdivision Regulations, and 102.04-B of the Standard Specifications.
3. That the Board of Supervisors accepts the dedication of a 35-foot roadway on the southern
boundary, the existing 45-foot ingress/egress and PUE along the western boundary, and the
existing 30-foot ingress/egress and PUE along the eastern boundary adjacent to the property.
In addition, the Board accepts 20-foot radius curves at all dedicated roadway intersection
points.

4. That the Board of Supervisors accepts the granting of an 8-foot PUE adjacent to roadways.
5. The dedications and grantings required by the Rezone resolution shall be shown on the Parcel
Plat and accepted by the Board of Supervisors upon Parcel Plat recordation.
6. Each parcel shall meet or exceed its respective acreage exclusive of roadways.
7. Each parcel shall have legal access.
8. The Parcel Plat shall show any surface drainage and FEMA flood zones.
9. That appropriate zoning, building, environmental and floodplain permits be obtained prior
to any development. These permits will not be issued until Parcel Plat recordation.
10. The Rezone shall not become effective for 30 days after final Board of Supervisors approval
for the change in classification, as per ARS 11-829E.
11. If these conditions are not met within one year, this approval will be void. If at the expiration
of this period the property has not been improved to meet the use for which it was
conditionally approved, the Board (after notification by registered mail to the owner and
applicant who requested the rezoning) shall schedule a public hearing to grant an extension,
determine compliance with the schedule for development, or cause the property to revert to
its former zoning classification. This action is in accordance with Arizona Revised Statutes
Annotated, Title 11, Chapter 6, 11-832.
WHEREAS, the notice of hearing was published in the Kingman Daily Miner, a newspaper of
general circulation in Kingman, Mohave County, Arizona, December 18, 1994, and posted on December
19, 1994, as required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on January 3, 1995, APPROVED this Rezone as recommended by the Mohave County Planning and Zoning
Commission and outlined herein.
