A RESOLUTION SETTING FORTH AN EXTENSION OF TIME FOR THE APPROVED
PRELIMINARY SUBDIVISION PLAN AND PETITION OF EXCEPTION FOR HORIZON
ESTATES, TRACT 3030, BEING A SUBDIVISION OF PARCEL 3, ROADWAY AND UTILITY
EASEMENT PLAT OF SECTION 12, TOWNSHIP 21 NORTH, RANGE 19 WEST, LOCATED IN
THE GOLDEN V ALLEY AREA, MOHA VE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on March 10,
1995, a public hearing was conducted to determine whether approval should be granted for an Extension of
Time to D & S Investments, Incorporated of Bullhead City, Arizona for the above described Preliminary
Subdivision Plan for Horizon Estates, Tract 3030, and
WHEREAS, the owner/developer of this tract is Joseph D'Angelo, of D & S Investments,
Incorporated of Bullhead City, Arizona. The engineer of record is Mohave Engineering Associates, Inc.,
Kingman, Arizona, and
WHEREAS, the subdivision is located north of Highway 68 between Hoover and Stewart Mountain
Roads, and
WHEREAS, the Preliminary Plan depicts 220 condominium dwelling units, 52 duplex units, seven
16-unit apartment complexes and a 75,000 square foot commercial center. The tract will be served by an
on-site waste water treatment plant, and
WHEREAS, the Preliminary Plan for this tract was approved by the Mohave County Board of
Supervisors on February 4, 1991, per BOS Resolution No. 91-51. An Extension of Time was granted on
March 8,1993, per BOS Resolution No. 93-64.The Extension of Time required in February, 1994, was not
applied for. The developer has submitted fees for the previously required and current Extension of Time.
This extension will bring the Preliminary Plan up to date. Article 3.10-1 states, "Upon application to the
Commission and prior to the expiration, of the time limit, extensions in increments of one (1) year may be
granted by the Board if the subdivider is actively processing the Final Plat. If such action is not taken than
all proceedings relating to the plat shall be terminated," and
WHEREAS, the Engineer of Record for the project has indicated in a letter dated December 21,
1994 that an Extension of Time is being requested based on the following; "The developers have stated that
they are actively pursuing funding for the project and have every intention of constructing the project," and

WHEREAS, this will be the second Extension of Time, and
WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission
on February 8, 1995, the Commission recommended APPROVAL for an Extension of Time for a
Preliminary Plan subject to the following:
I. Compliance with all conditions ofBOS Resolution No. 91-331.
2. This Extension of Time will be in effect until February 4, 1996.
3. A revised or updated engineer's cost estimate needs to be submitted.
WHEREAS, the notice of hearing was published in the Kingman Daily Miner, a newspaper of
general circulation in Kingman, Mohave County Arizona, February 19, 1994, and posted February 17, 1995,
as required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Friday, March 10,1995, APPROVED this Extension of Time as recommended by the Mohave County
Planning as Zoning Commission and outlined herein.
