RESOLUTION NO. 95-135
A RESOLUTION SETTING FORTH A ZONING USE PERMIT OF TAX PARCEL #223-15-001E,
AS SHOWN ON MOHA VE COUNTY ASSESSOR'S MAP DA TED MAY 12, 1994 IN LE CLAIR
SUBDIVISION, IN A PORTION OF THE SWY. OF LOT A, IN THE NYz OF SECTION 15,
TOWNsmp 19 NORTH, RANGE 22 WEST, FOR A RECREATION VEHICLE PARK IN AN A-R
(AGRICULTURAL-RESIDENTIAL) ZONE, IN THE SOUTH MOHAVE VALLEY AREA,
MOHA VE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on April 3,
1995, a public hearing was conducted to determine whether approval should be granted for a Zoning Use
Permit for the above described property to Joseph S. Ennes of Monarch Trailer Sales, Inc., of Bullhead City,
Arizona. Mr. Ennes proposes to develop a recreation vehicle park, and
WHEREAS, the property is located south of Bullhead City and west of Highway 95 in the Le Clair
subdivision. It is accessed from Highway 95 to the west via Valencia Road. The property is located on the
north side of Valencia Road and east of Cavalry Road on the northeast corner, and
WHEREAS, the property is flat and vacant. The surrounding land uses include several homes on
the west side and an automotive shop to the southwest. The land to the north and east is vacant and a mini-
storage is on the northeast side. On the south side of Valencia Road the land is vacant, with a mobile home
sales company to the southeast, and
WHEREAS, review ofFEMA FIRM Panel #040058-2435D indicates this parcel to be in Zone C,
not in the FEMA Special Flood Hazard Area. A Floodplain Use Permit is not required, and
WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
March 8, 1995, the Commission recommended APPROVAL for a Zoning Use Permit subject to the
following:
I. There will not be any occupancy of over 180 days or any permanent occupants allowed.
2. The applicant shall comply with all applicable provisions of the Mohave County Zoning
Regulations. Section 27.J (General Provisions, Recreational Vehicle Parks) must be
completed and approved prior to approval of permits.
3. The Public Works Department requires that additional right -of-way be obtained for Valencia
Road, from Cavalry Road to Arizona State Route 95, due to the increased traffic associated
with the density proposed with this type of development.

4. The Public Works Department requires that Valencia Road, from Cavalry Road to Arizona
State Route 95, is to be improved to County standards for a collector road as a paved
roadway.
5. Concurrence from the Arizona Department of Transportation (ADOT) will be required for
the method of accessing Arizona State Highway 95.
6. The appropriate zoning, building, environmental and floodplain permits will be obtained.
7. If construction or use has not commenced within one year of Board approval of the Zoning
Use Permit or if the use has been discontinued for six months, then approval shall terminate
at that date.
8. This Zoning Use Permit is subject to revocation upon 60 days notification by the Board of
Supervisors if, in the opinion of the Commission and Board, the continued use of the
property would be contrary to the public health, safety and welfare.
WHEREAS, the notice of hearing was published in the Kingman Daily Miner, a newspaper of
general circulation in Kingman, Mohave County, Arizona, March 19, 1995, and posted March 17, 1995, as
required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Monday, April 3, 1995, APPROVED this Zoning Use Permit as recommended by the Mohave County
Planning and Zoning Commission and outlined herein.
