OF SECTION 2, TOWNSHIP 20 NORTH, RANGE 16 WEST, FROM A-R/36A (AGRIcULTURAL- RESIDENTIAL/THIRTY-SIX ACRE MINIMUM LOT SIZE) ZONE TO R-O/A/3A (SINGLE- FAMILY RESIDENTIALfHOMES ONLYfLIMITED ANIMAL PRIVILEGES/THREE ACRE MINIMUM LOT SIZE) ZONE IN THE MORAVE COUNTY GENERAL AREA, MORAVE COUNTY, ARIZONA. WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on June 5, 1995, a public hearing was conducted to determine whether approval should be granted for a Rezone for the above described property as requested by Sawmill Creek Development, Inc. of Kingman, Arizona being represented by Lee E. Bruno, and WHEREAS, the applicant is requesting tins zone change to build a single-family residence on this lot. The site is located southeast of the city of Kingman and is south of Hualapai Mountain Road and east of Lazy YoU Ranch Road. The site is accessed from Hualapai Mountain Road and is located on the southeast comer of Hualapai Mountain and Lazy YoU Ranch Roads, and WHEREAS, the property is vacant and the terrain is gently rolling with two significant washes on the south side of the property. The surrounding land is vacant, and WHEREAS, review ofFEMA FIRM Panel #040058-2350C indicates this parcel to be in Zone C, not in the FEMA Special Flood Hazard Area. A Floodplain Use Permit is not required, and WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on May 10, 1995, the Commission recommended APPROVAL for a Rezone subject to the following: 1. This property will be rezoned R -0/ A/3A (Single-Family ResidentialfHomes Only/Limited Animal Privileges/Three Acre Minimum Lot Size). 2. The submittal and recordation of a Parcel Plat prepared in accordance with Article 3.16 of the Mohave County Subdivision Regulations and 102.04-B of the Standard Specifications and Details is required. 3. That the Board of Supervisors accepts the dedication of the Lazy YoU Drive roadway and utility easement bordering on this parcel as a public road right-of-way. In addition, a 30-foot radius curve is required at the intersection point of Lazy YoU Drive and Hualapai Mountain Road. -? ~.rr-~ . . That the Board of Supervisors accepts the granting of an eight-foot public utilities easement (PUE) adjacent to the roadway dedications. 5. The dedications and grantings required by the rezone resolution shall be shown on the Parcel Plat and accepted by the Board of Supervisors upon Parcel Plat recordation. 6. The parcel shall meet or exceed its respective acreage exclusive of roadways. 7. The parcel shall have legal access. 8. The Parcel Plat shall show any surface drainage and FEMA flood zones. 9. The appropriate zoning, building, environmental and floodplain permits will be obtained prior to any development. These permits will not be issued until Parcel Plat recordation. 10. The rezone shall not become effective for 30 days after final Board of Supervisors approval for the change in classification, as per ARS 11-829E. 11. If these conditions are not met within one year this approval will be void. If at the expiration of this period the property has not been improved to meet the use for which it was conditionally approved, the Board of Supervisors (after notification by registered mail to the owner and applicant who requested the rezoning) shall schedule a public hearing to grant an extension, determine compliance with the schedule for development, or cause the property to revert to its former zoning classification. This action is in accordance with Arizona Revised Statutes Annotated, Title 11, Chapter 6, 11-832. WHEREAS, the notice of hearing was published in the Kingman Daily Miner, a newspaper of general circulation in Kingman, Mohave County, Arizona, May 21,1995, and posted May 19, 1995, as required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
