RESOLUTION NO. 95-217
A RESOLUTION SETTING FORTH A REZONE OF VIRGIN ACRES, TRACT NO.1, BLOCK
201, LOTS 3, 5, 6, 11 AND 12 AND PORTIONS OF LOTS 13, 14, AND 19; AND BLOCK 202, LOT
8 AND PORTIONS OF LOTS 9 AND 16, IN SECTION 32, TOWNSHIP 41 NORTH, RANGE 15
WEST, FROM A-R (AGRICULTURAL-RESIDENTIAL) ZONE TO C-RE (COMMERCIAL-
RECREATION) ZONE, IN THE ARIZONA STRIP AREA, MOHA VE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on June 5,
1995, a public hearing was conducted to determine whether approval should be granted for a Rezone for the
above described property as requested by Ruth Faye Elwell and Dewey Peters, Jr. of Glendale, Arizona, and
WHEREAS, the applicant is requesting a zone change to develop a mobile home park and a
recreational vehicle park. The site is located west of U.S. Highway 91 and north of the Interstate 15 and
Highway 91 interchange in the Littlefield area. The site is accessed from Highway 91 via west on a local
road known as "Old Pioneer Road" to the southern edge of Section 32, Township 41 North, Range 15 West,
then northwest on a 15-foot ingress and egress (I&E) easement to the site. The site is to the northwest of
the extension of this I&E, and
WHEREAS, the property is vacant and relatively flat. The surrounding land uses consist of the
Virgin Village No. I and 2 subdivisions to the northeast. The property to the north, south and west is part
of the Virgin Acres Tract No. I subdivision and is vacant, and
WHEREAS, review ofFEMA FIRM Panel #040058-0025B indicates this parcel to be in Zone C,
not in the FEMA Special Flood Hazard Area. A Floodplain Use Permit is not required, and
WHEREAS, the Public Works Department recommends denial based upon inadequate potential for
access to this area. If the developer wishes to provide adequate access to this property, the department
suggests that sufficient right-of-way be provided along the alignment known as "Old Pioneer Road" as a
collector route, to extend from Route 91 to the subject property. Public Works' records indicate that there
exists a 60-foot right-of-way along a portion ofthis alignment. Because of this existing condition, the Public
Works Department would support the granting of a variance to lessen the Mohave County Standard
Collector Route right-of-way requirements from 70 feet to 60 feet for this route. In addition, we recommend
that as a minimum, the roadway would have to be constructed in accordance with Standard Specification
No. 161 and Standard Detail No. 61 as amended by BaS Resolution No. 91-335, and
WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
May 10, 1995, the Commission recommended APPROVAL for a Rezone subject to the following:

1. This property will be rezoned C-RE/IA (Commercial-Recreation/One Acre Minimum Lot
Size).
2. The applicant will provide a 60-foot roadway right-of-way to be constructed in accordance
with Standard Specification No. 161 and Standard Detail No. 61 as amended by BaS
Resolution No. 91-335.
3. The applicant shall comply with all applicable provisions of the Mohave County Zoning
Regulations. Section 27.1 (General Provisions, Mobile Home Parks) and Section 27.J
(General Provisions, Recreational Vehicle Parks) must be completed and approved prior to
approval of permits.
4. The appropriate zoning, building, environmental and floodplain permits will be obtained.
5. The rezone shall not become effective until 30 days after [mal approval of the change in
classification by the Board of Supervisors, as per ARS ll-829E.
WHEREAS, the notice of hearing was published in the Kingman Daily Miner, a newspaper of
general circulation in Kingman, Mohave County, Arizona, May 21, 1995, and posted May 19, 1995, as
required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Monday, June 5,1995, APPROVED this Rezone as recommended by the Mohave County Planning and
Zoning Commission and outlined herein.
