OF SECTION 33, TOWNSHIP 41 NORTH, RANGE 15 WEST, FROM A-R (AGRlCULTURAL- RESIDENTIAL) ZONE TO R-E/IA (RESIDENTIAL-RECREATION/ONE ACRE MINIMUM LOT SIZE) ZONE, IN THE ARIZONA STRIP AREA, MOHA VE COUNTY, ARIZONA. WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on June 5, 1995, a public hearing was conducted to determine whether approval should be granted for a Rezone for the above described property as requested by Robert and Agnes Chapman of Mesquite, Nevada, and WHEREAS, the applicants are requesting tins zone change to allow a non-commercial guest house for their granddaughter so that she can be close by to assist them with day-to-day living and as their caretaker. The site is located west of Highway 91 and north of the 1-15 and Highway 91 interchange in the Littlefield area. The site is accessed from Highway 91 via west on McKnight Road and an ingress and egress easement (I&E) to Arizona Avenue, then north on Arizona Avenue to an I&E east to the site. The site is located approximately 190 feet east of Arizona Avenue on the north side of this I&E, and WHEREAS, the property is flat and has one residence on it. The surrounding land uses consist of several scattered residences, and WHEREAS, review ofFEMA FIRM Panel #040058-0025B indicates this parcel to be in Zone C, not in the FEMA Special Flood Hazard Area. A Floodplain Use Permit is not required, and WHEREAS, the Public Works Department recommends the denial of the rezone based upon the lack oflegal access to this parcel. NOTE: There is a 30-foot ingress and egress/utilities easement that is along the south side of this property and the adjacent property to the west that extends west to Arizona Avenue. Although this does not meet the Public Works Department standard it does provide access to this property. In addition, this rezoning is spot zoning, and WHEREAS at the public hearing before the Mohave County Planning and Zoning Commission on May 10, 1995, the Commission recommended APPROVAL for a Rezone subject to the following: 1. This property will be rezoned R-E/IA (Residential-Recreation/One Acre Minimum Lot Size). 2. The appropriate zoning, building, environmental and floodplain permits will be obtained. 3. The rezone shall not become effective until 30 days after final approval of the change in classification by the Board of Supervisors, as per ARS ll-829E. ~ ~ . . RESOLUTION NO. 95-214 Page 2 PAGE 2 OF 2 BY. 2577 PG 509 (FEE~95-29290) WHEREAS, the notice of hearing was published in the Kingman Daily Miner, a newspaper of general circulation in Kingman, Mohave County, Arizona, May 21, 1995, and posted May 19, 1995, as required by Arizona Revised Statutes and the Mohave County Zoning Regulations. NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting on Monday, June 5, 1995, APPROVED this Rezone as recommended by the Mohave County Planning and Zoning Commission and outlined herein.
