RESOLUTION NO. 95-213
A RESOLUTION OBJECTING TO MOHA VE COUNTY'S DESIGNATION AS A NON-
ATTAINMENT AREA FOR PMlO (pARTICULATE MATTER) UNDER THE CLEAN AIR
ACT.
WHEREAS, the Environmental Protection Agency has designated Bullhead City and a large
area of unincorporated county surrounding Bullhead City as a non-attainment area under the Clean
Air Act, and
WHEREAS, between June 21, 1989 and January I, 1995, there were two days when the
particulate matter measured in Bullhead City exceeded the Clean Air Act's 24-hour standard, and
WHEREAS, the June 21, 1989, episode was due to an unusually high concentration of
construction activity in the immediate vicinity of the air monitoring station A@ unusual weather
conditions, and
WHEREAS, the May 30, 1991, episode was due to very unusual weather conditions which
affected a large portion of the western United States, and
WHEREAS, data from the Arizona Department of EnvironmentalQuality show that the air
quality in the non-attainment area has improved substantially since 1991, and
WHEREAS, data from the Arizona Department of Environmental Quality is incomplete and
does not accurately show sources of particulate matter or how it travels, and
WHEREAS, over 100 square miles of the non-attainment area is managed by the Bureau
of Land Management and includes part of the Mt. Nutt Wilderness area.
NOW THEREFORE BE IT RESOLVED THAT the Mohave County Board of
Supervisors finds the following:
1. The date that the Bullhead City area exceeded the Clean Air Act's standards were
episodic in nature.
2. The events are not representative of air quality in the Bullhead area.
3. The information on which the designation was based presents an incomplete picture
of the sources and travel nature of particulate matter.

4. That the data used in the designation of the Bullhead City non-attainment area are
flawed and the designation inappropriate.
5. The inclusion of lands managed by the Bureau of Land Management in the non-
attainment area is inappropriate and the boundaries of the non-attainment area should
be adjusted to exclude Federally managed lands.
BE IT FURTHER RESOLVED, that based on findings 1-4 above, the Mohave County
Board of Supervisors requests the Arizona Department of Environmental Quality and the
Environmental Protection Agency remove the designation of non-attainment for PMIO from the
Bullhead City area until accurate and complete data are available to support the designation.
