RESOLUTION NO. 95-201
A RESOLUTION SETTING FORTH AN EXTENSION OF TIME FOR THE APPROVED
PRELIMINARY SUBDIVISION PLAN AND PETITION OF EXCEPTION FOR NORTH RIDGE
ESTATES, TRACT 3044, BEING A PORTION OF THE NEY., SECTION 28, TOWNSHIP 21
NORTH, RANGE 16 WEST, LOCATED IN THE KINGMAN AREA, MOHA VE COUNTY,
ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on Monday,
May I, 1995, a public hearing was conducted to determine whether approval should be granted for an
Extension of Time to Lee Bruno and Jay Schritter for the above described Preliminary Subdivision Plan.
The engineer of record for the subdivision is Mohave Engineering Associates, Inc., Kingman, Arizona, and
WHEREAS, the subdivision is located north of Hualapai Mountain Road on the eastern city limit
line of Kingman, and
WHEREAS, the Preliminary Plan depicts 53-plus acres subdivided into 64 single-family lots, with
sites ranging from 20,000 to 78,000 square feet, and
WHEREAS, North Ridge Estates, Phase I is located west of this proposal and has been recorded
and developed, and
WHEREAS, the owner/developer has indicated in a letter dated February 16, 1995, "There have
been no changes in the plan, no part of the original site has been sold, and the plans as filed still depict the
property in the fashion the developers plan to complete the project. Because development financing could
not be secured, the developers are completing the improvements without financing, and as they have
resources. The developers now plan to complete and construct all improvements out-of-pocket and when
complete, apply for final plat approval. Since the filing ofthe Preliminary Plat, the subdivision roads have
all been graded onto the property, material has be added to the road beds for compaction purposes, and every
lot has had a percolation test completed by Mohave Engineering Associates. Further work will be done as
money becomes available." The owner has submitted a receipt for payment in connection to grading work
for the roadways, and
WHEREAS, the Preliminary Plan for this tract was approved by the Mohave County Board of
Supervisors on May 4, 1992, per BaS Resolution No. 92-156. The first Extension of Time was granted on
May 2,1994, per BaS Resolution No. 94-140. Article 3.10-1 states, "Upon application to the Commission
and prior to the expiration, of the time limit, extensions in increments of one (I) year may be granted by the
Board if the subdivider is actively processing the Final Plat. If such action is not taken then all proceedings
relating to the plat shall be terminated.", and

WHEREAS, this will be the second Extension of Time, and
WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
April 12, 1995, the Commission recommended APPROVAL for an Extension of Time subject to the
following:
I. Compliance with all conditions of BaS Resolution Nos. 92-156 and 94-140.
2. This Extension of Time will be in effect until May 4,1996.
WHEREAS, the notice of hearing was published in the Kingman Daily Miner, a newspaper of
general circulation in Kingman, Arizona, Mohave County, Arizona, April 16, 1995 and posted on April 14,
1995, as required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on May I, 1995, APPROVED this Extension of Time as recommended by the Mohave County Planning and
Zoning Commission and outlined herein.
