WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on November 6, 1995, a public hearing was conducted to detennine whether a Zoning Use Pennit should be approved for the above described property as requested by A]ston Development, Inc" Kingman, Arizona, and WHEREAS, the site is located northwest of Highway 66 in the Valle Vista Subdivision, The site is accessed from Highway 66 via northwest on Concho Drive to the site, The site is located on the southwest side of Concho Drive between Ironwood Drive and Chochise Circle South, and WHEREAS, the applicant proposes an off-premise sign, The property is vacant, flat and slopes slightly to the west. There are no significant drainage patterns crossing this property. There is one residence to the west; the remainder of the surrounding property is vacant, and WHEREAS, a review ofFEMA FIRM Panel #040058-2025B indicates the parcel described to be in Zone C, not in the FEMA Special Flood Hazard Area, A Floodplain Use Permit is not required, and WHEREAS, this item was first heard at the Planning and Zoning Commission meeting on June 14, 1995 and the Commission recommended denial to the Board of Supervisors, At the Board of Supervisors meeting on July 5, 1995, the Board, at the request of the applicant, referred this item back to the Planning and Zoning Commission, and WHEREAS, the following described Findings of Fact are for the above captioned item: a, All notices have been advertised and posted according to regulations, b, The site is adequate for the action intended and the use is consistent with the surrounding land uses and terrain, c, The site has ]egal access, d, There are no significant environmental features affecting the site. . . , . RESOLUTION NO. 95-297 Page 2 PilGE 2 OF 2 BK 2645 PG 354 FEE~95058422 WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on August 9, 1995, the Commission recommended DENIAL for a Zoning Use Permit based upon the following: 1, Mohave County Zoning Regulations, Section 31-S-D, Off-Premise Signs, states that "It is the policy of the Board of Supervisors and Planning and Zoning Commission of Mohave County to permit off-premise signs to be located in viable commercial areas and to discourage the rezoning of lots and parcels for the sole purpose of installing off-premise signs, II WHEREAS, the notice of hearing was published in the Kingman Dai]y Miner, a newspaper of general circulation in Kingman, Mohave County, Arizona, August 20, 1995, and posted August 18, 1995, as required by Arizona Revised Statutes and the Mohave County Zoning Regulations, NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting on Monday, November 6,1995, DENIED this Zoning Use Permit as recommended by the Mohave County Planning and Zoning Commission and outlined herein, MOHA VE COUNTY BOARD OF SUPERVISORS ATTEST: ~,~/ Pat Holt, Chairman
