RESOLUTION NO. 95-296
A RESOLUTION SETTING FORTH A REZONE OF VOCK CANYON RANCHES, UNIT 1,
PARCEL 35-A, IN THE SW% OF SECTION 35, TOWNSHIP 24 NORTH, RANGE 17 WEST,
FROM A-R/36A (AGRlCUL TURAL-RESIDENTIAurmRTY -SIX ACRE MINIMUM LOT SIZE)
ZONE TO A-R19A (AGRlCULTURAL-RESIDENTIALINII\TE ACRE MINIMUM LOT SIZE) AND
A-R/5A (AGRICUL TURAL-RESIDENTIALIFIVE ACRE MINIMUM LOT SIZE) ZONES, IN THE
MOHA VE COUNTY GENERAL AREA, MOHA VE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on Ju]y 5,
1995, a public hearing was conducted to determine whether approval should be granted for a Rezone for the
above described property as requested by R, W, Holmquist & Associates of Kingman, Arizona representing
the owners, James D, and Jill M. Hicke of San Diego, California, and
WHEREAS, the property is located north of Kingman and west of Stockton Hill Road in the V ock
Canyon Ranches Area, This property is accessed from Stockton Hill Road via west on Vock Canyon Road
approximately two miles to the location, The site is located on both sides of V ock Canyon Road, and
WHEREAS, the site is vacant and has gently rolling hills that rise to the north and south on either
side of V ock Canyon Road. There are no residences in the area, and
WHEREAS, the property owner proposes to split the 40-plus-acre parcel into five parcels, The,
portion lying north of V ock Canyon Road will be split into two five-acre parcels and the portion lying south
of Vock Canyon Road will be split into three nine-acre parcels, There are a few parcels in the area which
are 160 acres but most of the parcels in the area are 40 acres in size. There have been severa] splits in the
area, Previous splits within the area have reduced parcels to 10 and 20 acres. There are no other splits in
this area that have similar acreage to the proposed rezone, The approved Genera] Plan designates this to be
a rural area, and
WHEREAS, review ofFEMA FIRM Panel #040058-2000B indicates this parcel to be in Zone C,
not in the FEMA Special Flood Hazard Area. A Floodplain Use Permit is not required, Mohave County
Flood Control Department does warn to beware of the many washes that traverse this area and to not build
in or obstruct any of these washes, and
WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
June ]4, 1995, the Commission recommended APPROVAL for a Rezone subject to the following:

I. The portion lying north of Vock Canyon Road will be rezoned A-Rl5A (Agricultural-
ResidentiallFive-Acre Minimum Lot Size) and the portion lying south of Vock Canyon Road
will be rezoned A-Rl9A (Agricultural-Residential/Nine-Acre Minimum Lot Size).
2. The submittal and recordation of a Parcel Plat prepared in accordance with Article 3,16 of
the Mohave County Subdivision Regu]ations and 102,04-B of the Standard Specifications
and Details is required,
3, That the Board of Supervisors accepts the dedication of the existing 35-foot easements for
Vock Canyon Road adjacent to the subject property as roadway rights-of-way,
4. That the Board of Supervisors accepts the granting of the eight feet adjacent to the road
rights-of-way as a Public Utilities Easement (PUE).
5, The dedications and grantings required by the Rezone resolution shall be shown on the Parcel
Plat and accepted by the Board of Supervisors upon Parcel Plat recordation,
6. Each parcel shall meet or exceed its respective acreage exclusive of roadways,
7, Each parcel shall have legal access,
8, The Parcel Plat shall show any surface drainage and FEMA flood zones.
9, The appropriate zoning, building, environmental and floodplain permits will be obtained
prior to any development. These permits will not be issued until Parcel Plat recordation,
10, The rezone shall not become effective for 30 days after final Board of Supervisors approval,
for the change in classification, as per ARS ] 1-829E.
11, If these conditions are not met within one year this approval will be void. If at the expiration
of this period the property has not been improved to meet the use for which it was
conditionally approved, the Board of Supervisors (after notification by registered mail to the
owner and applicant who requested the rezoning) shall schedule a public hearing to grant an
extension, determine compliance with the schedule for development, or cause the property
to revert to its former zoning classification, This action is in accordance with Arizona
Revised Statutes Annotated, Title 11, Chapter 6, 11-832,
WHEREAS, the notice of hearing was published in the Kingman Dai]y Miner, a newspaper of
genera] circulation in Kingman, Mohave County, Arizona, June 18, 1995, and posted June 16, 1995, as
required by Arizona Revised Statutes and the Mohave County Zoning Regulations.

NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Wednesday, July 5, 1995, APPROVED this Rezone as recommended by the Mohave County Planning
and Zoning Commission and outlined herein,
