A RESOLUTION SETTING FORTH A REZONE OF THE E'Iz N'Iz NE'A NE'A AND SW% N'Iz NE%
NE%, EXCEPT THE EAST 42 FEET OF THE E'Iz N'h NE% NE% OF SECTION 34, TOWNSHIP
21 NORTH, RANGE 19 WEST, FROM A-R/I0A (AGRICULTURAL.RESIDENTIALITEN ACRE
MINIMUM LOT SIZE) ZONE TO R-TT (SINGLE-FAMILY RESIDENTIAUMOBILE HOMES
AND TRAVEL TRAILERS) AND A-R (AGRICULTURAL.RESIDENTIAL) ZONE, IN THE
GOLDEN VALLEY AREA, MOHA VE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on July 5,
1995, a public hearing was conducted to determine whether approval should be granted for a Rezone for the
above described property as requested by Wilda J. Wheeler of Bakersfield, California, and
WHEREAS, the property is located south of Highway 68 between Estrella Road and Egar Road.
This property is accessed from Highway 68 via south on Estrella Road to Unkar Drive. The property is
located on the southwest comer of Estrella Road and Unkar Drive, and
WHEREAS, the site is vacant and flat, sloping slightly toward the east. There are no significant
drainage patterns that cross the property. There are two residences to the west and one east of the site; the
remaining property is vacant, and
WHEREAS, the property owner proposes to split the 14-plus-acre parcel into five parcels. The
northern five acres will be split into four one-plus-acre parcels and the remaining nine-plus acres in the
southern part will be developed as a mobile home and recreational vehicle park There are several similar
splits in the area. Previous splits have reduced parcels to two- and three-acre parcels. The approved General
Plan designates this to be an urban area, which envisions residential densities from one unit per acre to 25
units per acre, and
WHEREAS, review ofFEMA FIRM Panel #040058-2325B indicates this parcel to be in Zone C,
not in the FEMA Special Flood Hazard Area. A Floodplain Use Permit is not required, and
WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
June] 4, 1995, the Commission recommended APPROVAL for a Rezone subject to the following:
I. The four parcels in the northern half fronting on Unkar Drive will be rezoned A-R/l A
(Agricultural-Residential/One-Acre Minimum Lot Size) and the remaining parcel in the
southem half fronting on Estrella Road will be rezoned R-TT/7 A (Single-Family Residential/
Mobile Homes and Travel Trailers/Seven-Acre Minimum Lot Size).

2. The portion of this parcel that is being rezoned R- TTI7 A (Single-Family Residential/Mobile
Homes and Travel Trailers/Seven-Acre Minimum Lot Size) may not have any additional
splits and must remain one parcel.
3. The applicant shall comply with all applicable provisions of the Mohave County Zoning
Regulations, to include Section 16-B-3, Regulations for R-TT Zones, and Section 27-N-I,
Establishment of Travel Trailers. Section 27.1 (General Provisions, Mobile Home Parks) and
Section 27.P (Site Plan Requirements) must be completed and approved prior to approval
of permits.
4. The submittal and recordation of a Parcel Plat prepared in accordance with Article 3.16 of
the Mohave County Subdivision Regulations and 102.04-B of the Standard Specifications
and Details is required.
5. That the Board of Supervisors accepts the dedication of the 42-foot road right-of-way known
as Unkar Drive along the north boundary of this property. In addition, a 20-foot radius curve
is required at the intersection of Unkar Drive and Estrella Road.
6. That the Board of Supervisors accepts the granting of the eight feet adjacent to the road right-
of-way on Unkar Drive as a Public Utilities Easement (PUE).
7. The dedications and grantings required by the Rezone resolution shall be shown on the Parcel
Plat and accepted by the Board of Supervisors upon Parcel Plat recordation.
8. Each parcel shall meet or exceed its respective acreage exclusive of roadways.
9. Each parcel shall have legal access.
10. The Parcel Plat shall show any surface drainage and FEMA flood zones.
II. The appropriate zoning, building, environmental and floodplain permits will be obtained
prior to any development. These permits will not be issued until Parcel Plat recordation.
] 2. The rezone shall not become effective for 30 days after final Board of Supervisors approval
for the change in classification. as per ARS 11-829E.
13. If these conditions are not met within one year this approval will be void. If at the expiration
of this period the property has not been improved to meet the use for which it was
conditionally approved, the Board of Supervisors (after notification by registered mail to the
owner and applicant who requested the rezoning) shall schedule a public hearing to grant an
extension, determine compliance with the schedule for development, or cause the property
to revert to its former zoning classification. This action is in accordance with Arizona
Revised Statutes Annotated, Title 11, Chapter 6, 11-832.

WHEREAS, the notice of hearing was published in the Kingman Daily Miner. a newspaper of
general circulation in Kingman, Mohave County, Arizona. June 18, 1995, and posted June 16, 1995. as
required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Wednesday, July 5, 1995, APPROVED this Rezone as recommended by the Mohave County Planning
and Zoning Commission and outlined herein.
