RESOLUTION NO. 95-282
A RESOLUTION SETTING FORTH AN EXTENSION OF TIME FOR THE APPROVED
PRELIMINARY SUBDIVISION PLAN FOR FRIENDLY GOLDEN VALLEY, TRACT 3033,
BEING A SUBDIVISION OF PARCEL 71 OF SECTION 17, TOWNSHIP 21 NORTH, RANGE 18
WEST, LOCATED IN THE GOLDEN VALLEY AREA, MOHA VE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on July 5,
1995, a public hearing was conducted to determine whether approval should be granted for an Extension of
Time to owner/developer Doug Haley, Friendly Golden Valley, an Arizona Limited Partnership, of Phoenix,
Arizona, for the above described Preliminary Subdivision Plan. The engineer of record for the subdivision
is Stadler Consulting Engineers of Phoenix, Arizona. and
WHEREAS, the subdivision is located south of Highway 68. south of Shipp Drive and west of San
Pedro Road, and
WHEREAS, the Preliminary Plan depicts 40 acres subdivided into 189 single-family lots, with an
average lot size of 5495 square feet. The subdivision has a recreation area and will be served by an on-site
wastewater treatment plant, and
WHEREAS, a letter dated April 10, 1995, from Douglas Haley of Haley-Kim Building and
Development Company indicates the following: "Please initiate the necessary action to request approval
on an extension of time. We had initial hopes of finishing this project by now. However we have not been
successful in obtaining financing to complete the infrastructure in this down economy. At this time we are
discussing a loan with a potential lender that has indicated a strong interest in doing the infrastructure loan
as well as the construction and take out loans. We have invested an enormous amount of time and over
5330,000.00 into this project because we believe it is a sound project and will provide badly needed
affordable housing in this area", and
WHEREAS, no final plat has been submitted for review, and there has been no correspondence
relating to the subdivision since the last extension of time request in 1994. The justification for and
extension in 1994 was based on a depressed economy and the difficulty obtaining financing, and
WHEREAS, the Mohave County Public Works Department requests compliance with current
requirements; final plats must show compatibility with drainage and circulation patterns of recent nearby
development, and

WHEREAS, the Preliminary Plan for this tract was approved by the Mohave County Board of
Supervisors on March 4, 1991, per BOS Resolution No. 91-72. A Revised Preliminary Plan was approved
on June I, 1992 per BOS Resolution No. 92-188. An Extension of Time for the Revised Preliminary Plan
was granted July 5, 1994. per BOS Resolution No. 94-210. Article 3.10-1 states, "Upon application to the
commission and prior to the expiration of the time limit, extensions in increments of one (I) year may be
granted by the Board if the subdivider is actively processing the Final Plat. If such action is not taken then
all proceedings relating to the plat shall be terminated", and
WHEREAS, this will be the second Extension of Time for the Revised Preliminary Plan, and
WHEREAS, the Planning and Zoning Department originally recommended denial for this Extension
of Time based upon the following: The Final Plat has not been approved by the Board of Supervisors, no
phases have been recorded and no improvements have been made, and the justification for this extension
is based on poor economic conditions. A one-year extension has already been granted for "adverse
economic conditions", and
WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
June 14, 1995, the Commission recommended APPROVAL for an Extension of Time subject to the
following:
1. Compliance with all conditions of BOS Resolution Nos. 91-72, 92-188 and 94-210.
2. This Extension of Time will be in effect until July 5, 1996.
WHEREAS, the notice of hearing was published in the Kingman Daily Miner, a newspaper of
general circulation in Kingman, Mohave County, Arizona, June 18, 1995, and posted June 16, 1995, as
required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
MOHA VE COUNTY BOARD OF SUPERVISORS
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Wednesday, July 5, ] 995, APPROVED this Extension of Time as recommended by the Mohave County
Planning and Zoning Commission and outlined herein.
