RESOLUTION NO. 95-316
A RESOLUTION SETTING FORTH APPROVAL OF A FINAL SUBDIVISION PLAN FOR
DESERT LAKES ESTATES, TRACT 4152-A, BEING A SUBDIVISION OF THE NY, OF THE
SWv.., SECTION 36, TOWNSHIP 19 NORTH, RANGE 22 WEST, IN THE SOUTH MOHA VE
VALLEY, MORAVE COUNTY, ARIZONA.

WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held August HI-
1995, a public hearing was conducted to determine the approval of the Fina] Subdivision Plan for Desert
Lakes Estates, Tract 4152, and
WHEREAS, the subdivision will be completed in phases, Tract 4152-A will be the first phase of
this development, and
WHEREAS, the Preliminary Plan depicts 80-plus acres subdivided into 272 single-family
residential lots and 14 drainage parcels, The single-family residential lots range in size from 8,000 to 9,260
square feet, which provides a density of 3.38 lots per acre, and
WHEREAS, water will be provided by Bermuda Water Company, sewer service by Sorenson
Sanitary District, electric power by Mohave E]ectric, gas by Southwest Gas, and telephone by Citizens
Utilities, Solid waste will be collected by Tri-State Refuse Disposal and transported to the Mohave County
Landfill. Fort Mojave Mesa Fire Department will provide fire protection, and
WHEREAS, the Fina] Plat and all required docwnentation for Desert Lakes Estates, Tract 4152-A,
has been reviewed by staff, The requirements of the Preliminary Plan have been satisfied; and
WHEREAS, the Preliminary Plan for this subdivision was granted approval on June 6, 1994, via
BaS Reso]ution No, 94- 170, All applicable conditions set forth in BaS Resolution No, 94-170 will need
to be satisfied before recordation of the Final Plat, and
WHEREAS, the Board of Supervisors APPROVES the Fina] Subdivision Plan for Tract 41 52-A,
subject to the following:

2. The developer win make the same commitments for improvements in the prospectus to the
State Real Estate Commission as required for approval of this tract by the Board, and a final
copy of the State Real Estate Report shall be submitted to the Planning and Zoning
Department.
3, An assured supply of water (I00-year) shall be approved by the Arizona Department of
Water Resources,
4, An approved method of assurance and/or surety shan be provided in the amount of the cost
estimate as approved by the Mohave County Pub]ic Works Department for the [mal recorded
plat, in its entirety, and all required site improvements,
5, A current Title Report (dated within 30 days of recordation) must be furnished to the
Planning and Zoning Department prior to recordation,
6, The Board of Supervisors approves the zone change separately and simultaneously with the
recording of the Final Plat.
7. All items as stated in a letter dated July 24, 1995, from Michael p, Hendrix P,E., Assistant
Public Works Director, Mohave County Public Works Department, must be addressed prior
to recordation of the Fina] Plat.
WHEREAS, a correct copy of all documents delineated above shan be submitted for staff review.
Upon receipt of the evidence that these conditions have been met, together with the executed mylars and
appropriate recording fees, the Director of Planning and Zoning will obtain the necessary signatures from
the County departments and officials and cause the Fina] Plat for Tract 4152-A to be recorded,
NOW THEREFORE BE IT RESOLVED, the notice of hearing has been met and published
throughout this subdivision process and the public was afforded notice of this final action through the
advertisement of the Board of Supervisors meeting for this date,
NOW THEREFORE BE IT FURTHER RESOLVED, that the Board of Supervisors, at their
regular meeting on Monday, August 7, 1995, APPROVED this Subdivision as recommended by the Mohave
County Planning and Zoning Commission and outlined herein,

1.
Erosion protection will need to be provided from the back of curb on Everglades Boulevard to
the soil cement channel.
2, During my on-site inspection, it appeared that the dip section on Mountain View Road and the
drainage entrance into the Desert Lakes Golf Course, across from the Southwest corner of this
development, do not have the capacity to convey the anticipated flows from Desert Lakes
Estates, As designed, the main drainage channel along the North and West boundaries of the
proposed tract concentrates approximately 1,800 cfs at the Southwest corner of this
development, It is my understanding the developer intends to mitigate this concentration of
flows by allowing it to enter into and be controlled within the Desert Lakes Golf Course at a
location directly West of the Southwest corner of this development, This would be an
acceptable scenario given that the following occurs:
There is documentation of concurrence from the owner or owners of the golf course
property to accept these flows,
The golf course has an adequate inlet to accept these flows at the location
prescribed,
That portion of the golf course which will be utilized for this flood control has
sufficient capacity to convey these additional flows without adversely impacting the
property within or downstream of the Desert Lakes Golf Course,
The location or locations where the 1,800 cfs would have historically exited the golf
course if the channel was not constructed, will not significantly change with the
construction of the channel and the proposed routing of these flows through that
portion of the golf course,
An adequate mechanism is proposed at the Southwest corner of the property to
redirect the flows across Mountain View Road and into the golf course,
Improvements will be made to Mountain View Road to prevent damage caused by
this concentrated runoff.
Sufficient detail be presented to allow for the construction of the Box Culverts and
channel outlet. The channel outlet should be designed to facilitate the redirection
of flows across Mountain View Road and into the golf course,
The improvement plans and cost estimate reflect any required improvements to the

drainage entrance into the golf course, within the Mountain View Road right-ot-wav,
and the South end of the drainage channel within Desert lakes Estates,
If necessary, the Final Plat could be approved conditionally upon the engineer addressing these
issues to the satisfaction of the County Engineer.
2. Concurrence form ADOr for accessing onto State Route 95 will need to be documented.
