' . . RESOLUTION NO. 95-397 A RESOLUTION SETTING FORTH AN RV PARK PLAN FOR DESERT SKIES RV PARK, BEING A PORTION OF THE SWv. SEV. SECTION 32, TOWNSHIP 40 NORTH, RANGE 16 WEST, IN THE ARIZONA STRIP AREA, MOHA VE COUNTY, ARIZONA. WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on October 2, 1995, a public hearing was conducted to determine whether approval should be granted for the above described RV Park Plan as requested by Venture Development of Las Vegas, Nevada, and WHEREAS, the property is located directly east of Mesquite, Nevada and south of 1-15 and Highway 91. The site will be accessed directly from Highway 91, and WHEREAS, the surrounding land uses consist of a mobile home park on the west, a golf course on the east, Highway 91 and 1-40 on the north, and vacant land on the south. The property is designated as a Rural Development Area by the Mohave County General Plan, and is located in an Outlying Community, and WHEREAS, an RV Park Plan was approved for this site on July 6, 1992, per BOS Resolution No. 92-227 and was rezoned to (S-D)CRE on December 2,1991 per BOS Resolution No. 91-305. The park was known as Senita Village Recreation Vehicle Resort. The owners have changed the name and design of the park. The park is being processed as a new park because there were major changes to the original plan, and WHEREAS, the new plan proposes 339 RV spaces on 25.12 acres. Other amenities in the park will include a recreational facility, store and storage area, and WHEREAS, electric power for the park will be provided by Dixie Escalante Rural Electric Association, telephone service provided by Rio Virgin Telephone Company, water provided by Virgin Valley Water District, fire protection by Littlefield Fire Department, and an on-site treatment plant is proposed for wastewater treatment, and WHEREAS, the following described Findings of Fact are for the above captioned item: a. All notices have been advertised and posted according to regulations. b. The proposed action complies with the Mohave County General Plan. c. The site is adequate for the action intended and the use is consistent with the surrounding land uses. d. The property is conditionally zoned (S-D)CRE per BaS Resolution No. 91-305, ... ,--...... . . ~~G~6~O PG a~9~ FEE~95052130Page 2 WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on September 13, 1995, the Commission recommended APPROVAL for an RV Park Plan subject to the following: RESOLUTION NO. 95-397 1. Compliance with applicable conditions ofBOS Resolution No. 91-305, 2. Spaces within this parcel will be for temporary rental purposes only. Spaces shall not be offered for sale. 3. All improvements and drainage related items are to be constructed as delineated in the RV Park Plan and approved by the Mohave County Engineer, 4. All appropriate zoning, building, environmental and floodplain permits must be obtained. 5. The owner of the park shall furnish as-builts plans and request an inspection by the County Engineer and the Planning and Zoning Department when the RV Park has been completed. The inspection shall determine that all improvements have been satisfactorily completed prior to use or occupancy of the park. 6. All approvals will be obtained as required for the water distribution and sewage disposal system from the Arizona Department of Environmental Quality. 7. A Right-of-Way Encroachment Permit will be required for the entry drives on Highway 91. 8. A barrier will be provided to restrict general traffic from using the western 24-foot drive. This access will be for emergency use only. This may be accomplished by using a crash gate. 9. The treatment plant area will be for the use of Desert Skies RV Park only. Any treatment of off-site waste water will require "M" (Manufacturing) zoning and a Specific Use Permit for a waste water treatment plant. WHEREAS, the notice of hearing was published in the Kingman Daily Miner, a newspaper of general circulation in Kingman, Mohave County, Arizona, September 17, 1995, and posted September 15, 1995, as required by Arizona Revised Statutes and the Mohave County Zoning Regulations. FORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting 1995, APPROVED this RV Park Plan as recommended by the Mohave County ission and outlined herein.
