A RESOLUTION SETTING FORTH A REZONE OF VOCK CANYON RANCHES, UNIT 1,
PARCEL 35-B, IN SECTION 35, TOWNSHIP 24 NORTH, RANGE 17 WEST, FROM A-R/36A
(AGRICULTURAL-RESIDENTIALrrHIRTY-SIX ACRE MINIMUM LOT SIZE) ZONE TO A-
R/14A AND A-R/5A (AGRICULTURAL-RESIDENTIALIFOURTEEN ACRE AND FIVE ACRE
MINIMUM LOT SIZE) ZONES, IN THE MORAVE COUNTY GENERAL AREA, MORAVE
COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on September
5, 1995, a public hearing was conducted to determine whether a Rezone should be approved for the above
described property as requested by R.W. Holmquist and Associates of Kingman, Arizona, representing
Ronald L. and Rochelle M, Cafferty of Garden Grove, California, and
WHEREAS, the property is located north of Kingman, west of Stockton Hill Road. The property
is accessed via north on Stockton Hill Road to V ock Canyon Road, then west on V ock Canyon Road to the
property. The property is vacant and is gently rolling on the northern front part, The rear part of the
property rises sharply to the south, There are no significant drainage patterns crossing the property, and
WHEREAS, the applicant proposes to divide the 40.90-acre parcel into two 14-plus-acre parcels
and two 5-plus-acre parcels, The Mohave County General Plan designates this area as a Rural Development
Area,and
WHEREAS, in the Mohave County Public Work Department's opinion, the 50-foot access road
should be redesigned with a 45-foot radius minimum cul-de-sac bulb terminus. Also, this roadway should
enter into the Vock Canyon Road at as near a 90-degree angle as possible, and 20-foot radius curves are
required at all dedicated roadway intersection points, and
WHEREAS, a review ofFEMA FIRM Panel #040058-2000B indicates the parcel described to be
in Zone C, not in the FEMA Special Flood Hazard Area. A Floodplain Use Permit is not required, and
WHEREAS, the following described Findings of Fact are for the above captioned item:
a. All notices have been advertised and posted according to regulations.
b. The proposed action and the effect on the property complies with the Mohave County
General Plan.
c. The site is adequate for the action intended and the use is consistent with the surrounding"land uses and terrain.

d. The neighboring area contains other like land use splits similar to the above proposed action.
e. The site has legal access.
f. There are no significant environmental features affecting the site.
WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
August 9, 1995, the Commission recommended APPROVAL for a Rezone subject to the following:
1. The southern two parcels will be rezoned A-RJI4A (Agricultural-Residential/Fourteen Acre
Minimum Lot Size) and the northern two parcels along Vock Canyon Road will be rezoned
A-RJ5A (Agricultural-ResidentiallFive Acre Minimum Lot Size).
2. The submittal and recordation ofa Parcel Plat prepared in accordance with Article 3.16 of
the Mohave County Subdivision Regulations and I02.04-B of the Standard Specifications
and Details is required.
3. That the Board of Supervisors accepts the dedication of the existing 35-foot roadway
easement known as V ock Canyon Road adjacent to this property as road right-of-way.
4. That the Board of Supervisors accepts the dedication of a 50-foot access road with a 45-foot
minimum radius cul-de-sac bulb terminus between the two five-acre lots. Twenty-foot
radius curves are required at all dedicated roadway intersection points.
5. That the Board of Supervisors accepts the granting of the eight feet adjacent to the
dedications within the boundary of this parcel as Public Utilities Easements (PUEs).
6. The dedications and grantings required by the Rezone resolution shall be shown on the
Parcel Plat and accepted by the Board of Supervisors upon Parcel Plat recordation.
7. Each parcel shall meet or exceed its respective acreage exclusive of roadways.
8. Each parcel shall have legal access.
9. The Parcel Plat shall show any surface drainage and FEMA flood zones.
10. The appropriate zoning, building, environmental and floodplain permits will be obtained
prior to any development. These permits will not be issued until Parcel Plat recordation.
11. The rezone shall not become effective for at least 30 days after final Board of Supervisors
approval for the change in classification, as per ARS 11-829E.

12, If these conditions are not met within one year this approval will be void. If at the expiration
of this period the property has not been improved to meet the use for which it was
conditionally approved, the Board (after notification by registered mail to the owner and
applicant who requested the rezoning) shall schedule a public hearing to grant an extension,
determine compliance with the schedule for development, or cause the property to revert to
its former zoning classification. This action is in accordance with Arizona Revised Statutes
Annotated, Title 11, Chapter 6, 11-832.
WHEREAS, the notice of hearing was published in the Kingman Daily Miner, a newspaper of
general circulation in Kingman, Mohave County, Arizona, August 20, 1995, and posted August 18, 1995,
as required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Tuesday, September 5, 1995, APPROVED this Rezone as recommended by the Mohave County Planning
and Zoning Commission and outlined herein.
