A RESOLUTION SETTING FORTH A ZONING USE PERMIT ON A PORTION OF THE NE'!.
SE'!. NW'!. OF SECTION 3, TOWNSmp 40 NORTH, RANGE 15 WEST, FOR AN OFF-PREMISE
SIGN IN A C-2H (GENERAL COMMERCIAL HIGHWAY FRONTAGE) ZONE, IN THE
ARIZONA STRIP AREA, MOHA VE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on November
6,1995, a public hearing was conducted to determine whether a Zoning Use Permit should be granted for
the above described property as requested by Kunz Outdoor Advertising of San Bernardino, California,
being represented by Thomas Flanagan, and
WHEREAS, this property is located on the south side ofI-15 and west of the 1-15 Farm Road Exit
in the Littlefield area. The site is accessed from the Farm Road Exit on the 1-15 Frontage Road, then west
to the site. The property is vacant and relatively flat. The surrounding land uses consist of proposed Desert
Springs, Tract 3504, subdivision to the southeast with the remaining land being vacant. There are no
significant drainage patterns crossing the property, and
WHEREAS, the applicant proposes this Zoning Use Permit to allow an off-premise advertising sign
on this property. This property was rezoned C-2H via BOS Resolution No. 95-207 on May 1, 1995. The
Mohave County General Plan designates this area as a Rural Development Area and is designated an
Outlying Community. However, the General Plan designates 1-15 as a scenic highway. Goal #9 and the
accompanying policies and implementation measures state that Mohave County will preserve, protect and
enhance scenic routes. At their October 2, 1995 meeting, the Board of Supervisors stated that the control
of off-premise signs was an important factor in protecting and preserving scenic routes, and
WHEREAS, a review ofFEMA FIRM Panel #040058-0025B indicates the parcel described to be
in Zone C, not in the FEMA Special Flood Hazard Area, and
WHEREAS, the proposed location meets the zoning and spacing requirements for an off-premise
sign. The Arizona Department of Transportation (ADOT) requires the off-premise sign to be located within
1,000 feet of an established commercial business. A small commercial center is being planned on this
location by the property owner, Sharon Bell, and
WHEREAS, the following described Findings of Fact are for the above captioned item:
a. All notices have been advertised and posted according to regulations.
b. The proposed action and the effect on the property does not comply with the Mohave County
General Plan.

c. The site is adequate for the action intended and the use is consistent with the surrounding
land uses and terrain.
d. The neighboring area contains other like land uses similar to the above proposed action.
e. The site has legal access.
f. There are no significant environmental features affecting the site.
WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
October 11, 1995, the Commission recommended DENIAL for a Zoning Use Permit based upon the
following:
I. Based upon guidance from the Board of Supervisors, off-premise signs in areas designated
as Scenic Routes by the General Plan do not comply with the plan. Interstate 15 is a
designated Scenic Route.
2. This Zoning Use Permit for an off-premise sign will devaluate the surrounding property.
3. At this time there is not a commercial business within 1000 feet of the proposed off-premise
sign.
WHEREAS, the notice of hearing was published in the Kingman Daily Miner, a newspaper of
general circulation in Kingman, Mohave County, Arizona, October 22,1995, and posted October 20,1995,
as required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Monday, November 6,1995, DENIED this Zoning Use Permit as recommended by the Mohave County
Planning and Zoning Commission and outlined herein.
