A RESOLUTION SETTING FORTH A SPECIFIC USE PERMIT ON PARCEL VI-E-C-B, OF THE
KINGMAN AIRPORT INDUSTRIAL PARK, IN SECTIONS 23 AND 26, TOWNSmp 22 NORTH,
RANGE 16 WEST, FOR THE ESTABLISHMENT OF A FOOD DISTRIBUTION WAREHOUSE
IN AN A-D (AIRPORT-DEVELOPMENT) ZONE, IN THE KINGMAN AREA, MORAVE
COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on October
2,1995, a public hearing was conducted to determine whether a Specific Use Permit should be granted for
the above described property to Jim Wilkinson, Executive Director, Kingman Airport Authority, Kingman,
Arizona, and
WHEREAS, the property is located in the Kingman Airport Industrial park northeast of Kingman
and east of Highway 66. The site is accessed from Highway 66, via southeast on Mohave Airport Drive,
then northeast on the extension of Commerce Drive to the site. The site is located on the northeast comer
of the extension of Commerce Drive and the extension of Finance Way. The condition of the sale will
require the purchaser to construct a 24-foot wide roadway extension of Commerce Drive from the current
termination point to the north end of the subject parcel. Also, Finance Way will be extended to its
intersection with Commerce Drive, and
WHEREAS, the applicant proposes this Specific Use Permit to allow for the distribution of food
products. The proposed site is flat and vacant and is surrounded by a variety of similar commercial and
industrial uses. The Mohave County General Plan designates this area as an Urban Development Area, and
WHEREAS, a review ofFEMA FIRM Panel #040058-2170B indicates the parcel described to be
in Zone C, not in the FEMA Special Flood Hazard Area, and
WHEREAS, the following described Findings of Fact are for the above captioned item:
a. All notices have been advertised and posted according to regulations.
b. The proposed action and the effect on the property complies with the Mohave County
General Plan.
c. The site is adequate for the action intended and the use is consistent with the surrounding
land uses and terrain.
d. The neighboring area contains other like land uses similar to the above proposed action.
e. The site has legal access.
f. There are no significant environmental features affecting the site.

WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
September 13, 1995, the Commission recommended APPROVAL for a Specific Use Permit subject to the
following:
I. The Specific Use permit is intended for the food distribution warehouse and activities related
thereto; any other use will require an additional Specific Use Permit.
2. The appropriate zoning, building, environmental and floodplain permits will be obtained.
3. The applicant shall comply with all applicable provisions of the Mohave County Zoning
Regulations. Section 27.P (Site Plan Requirements) must be completed and approved prior
to approval of permits. The site plan must include a limited drainage report to mitigate any
additional drainage created by this development and any additional paving requirements.
4. Approval of a Specific Use Permit, with such conditions and restrictions as the Board of
Supervisors may impose, shall be valid for two (2) years, in which time construction on the
proj ect shall commence or the use authorized shall be initiated. Prior to expiration of the
approval, the developer may request an Extension of Time from the Commission to initiate
the project, and the Commission shall recommend to the Board an action based upon a
finding of substantial grounds of which to grant such an Extension of Time up to one (I)
year.
WHEREAS, the notice of hearing was published in the Kingman Daily Miner, a newspaper of
general circulation in Kingman, Mohave County, Arizona, September 17, 1995, and posted September 15,
1995, as required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Monday, October 2, 1995, APPROVED this Specific Use Permit as recommended by the Mohave
County Planning and Zoning Commission and outlined herein.
