A RESOLUTION SETTING FORTH A REZONE OF THE EYz OF LOT 16, BLOCK A, FORT
MOHA VE MESA RANCHOS, IN SECTION 26, TOWNSHIP 19 NORTH, RANGE 22 WEST,
FROM A-R (AGRICULTURAL-RESIDENTIAL) ZONE TO C-2 (GENERAL COMMERCIAL)
ZONE, IN THE SOUTH MOHA VE VALLEY AREA, MOHA VE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on October
2, 1995, a public hearing was conducted to determine whether approval should be granted to Rezone the
above described property as requested by G. Kelly Grier of Stovall Engineers, Inc" representing Dennis
Gootrad of Westlake Village, California, and
WHEREAS, this property is located on the south of Bullhead City, Arizona, east of Highway 95.
The site is accessed from Highway 95 via east on Joy Lane to the site. The site is located on the north side
of Joy Lane on the northwest comer of Joy Lane and Calle Valle Vista. The property has a plant nursery
on it and the terrain is flat. The surrounding land uses consist of vacant property to the west and north and
an RV park to the south. The property to the east has a residence on it. There are no significant drainage
patterns crossing the property, and
WHEREAS, the applicant proposes this zone change to allow the expansion of the uses at the
nursery site which is operating with a Zoning Use Permit. The Mohave County General Plan designates this
area as an Urban Development Area, and
WHEREAS, a review of FEMA FIRM Panel #040058-2445C indicates the parcel described to be
in Zone A, in the FEMA Special Flood Hazard Area, and
WHEREAS, the following described Findings of Fact are for the above captioned item:
a. All notices have been advertised and posted according to regulations.
b. The proposed action and the effect on the property complies with the Mohave County
General Plan.
c. The site is adequate for the action intended and the use is consistent with the surrounding
land uses and terrain.
d. The neighboring area contains other like land uses similar to the above proposed action.
e. The site has legal access.
f. There are no significant environmental features affecting the site,

WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
September 13, 1995, the Commission recommended APPROVAL for a Rezone subject to the following:
I. This property will be rezoned C-2 (General Commercial).
2, The Board of Supervisors will accept the dedication of an additional 12 feet adjacent to Joy
Lane as road right-of-way. In addition, a 20-foot radius curve is required at the roadway
intersection point of Joy Lane and Calle Valle Vista.
3. The Board of Supervisors will accept the granting of the eight feet adjacent to the road right-
of-way as Public Utilities Easements (PUEs).
4. The dedications and grantings required by the Rezone resolution shall be accomplished by
a separate instrument and accepted by the Board of Supervisors.
5. The applicant shall comply with all applicable provisions of the Mohave County Zoning
Regulations. Section 27.P (Site Plan Requirements) must be completed and approved. The
site plan must include a limited drainage report to mitigate any additional drainage created
by this development if the new uses constitute a significant increase in the impervious
surfaces of this site. This condition will be accomplished for any new construction.
6. The appropriate zoning, building, environmental and floodplain permits will be obtained.

7. The rezone shall not become effective until at least 30 days after final approval of the change
in classification by the Board of Supervisors, as per ARS 11-829E.

WHEREAS, the notice of hearing was published in the Kingman Daily Miner, a newspaper of
general circulation in Kingman, Mohave County, Arizona, September 17, 1995, and posted September 15,
1995, as required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Monday, October 2, 1995, APPROVED this Rezone as recommended by the Mohave County Planning
and Zoning Commission and outlined herein.
