RESOLUTION NO. 95-493
WHEREAS, the following described Findings of Fact are for the above captioned item:
A RESOLUTION SETTING FORTH A REZONE OF GREENWOOD VILLAGE, TRACT 3804, A
SUBDIVISION LOCATED IN SECTION 30 AND PORTIONS OF SECTIONS 29, 31 AND 32,
TOWNSHIP 22 NORTH, RANGE 12 WEST, FROM A-R/36A (AGRICUL TURAL-RESIDENTIALf
THIRTY-SIX ACRE MINIMUM LOT SIZE) ZONE TO A-R/5A (AGRICULTURAL-
RESIDENTIALfFIYE ACRE MINIMUM LOT SIZE) ZONE, IN THE MORA YE COUNTY
GENERAL AREA, MOHA VE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on December
4, 1995, a public hearing was conducted to determine whether approval should be granted to Rezone the
above described property as requested by 66 Development, LLS, of Valentine, Arizona, being represented
by Jeffrey S. Carlton of C.S.N.A. Surveying, Kingman, Arizona, and
WHEREAS, this property is located south and east of Highway 66, south of Hackberry and
Valentine, Arizona. The site is accessed from Highway 66 via south on Hackberry Road approximately four
and one-half miles to Dick's Camp Road, then east on Dick's Camp Road to Red Horn Road, then south and
east on Red Horn Road to Tobosa Road, then south and east on Tobosa Road to Indian Rice Road and the
site. The subdivision is located south of the intersection ofIndian Rice Road and Tobosa Road and south
and west of the Cottonwood Mountain Ranches Subdivision. The property has gently rolling hills, and the
terrain slopes to the southwest. The surrounding land uses consist of vacant State land to the west and south
and a large lot subdivision to the north and east. There are no visible homes in the area. The Davis Dam
to Prescott 230 KY Power Transmission Line runs east to west across the northern one-quarter of the area
to be rezoned. There are no significant drainage patterns that cross the property, and
WHEREAS, the applicant proposes this zone change to allow the development of the
GREENWOOD VILLAGE, Tract 3804, subdivision, a planned single-family rural development consisting
of213 lots with a minimum area of5 acres and encompassing a total area of approximately 1186.50 acres.
The Mohave County General Plan designates this area as a Rural Development Area, and
WHEREAS, a review ofFEMA FIRM Panel #040058-2225B indicates the parcel described to be
in Zone D, in the FEMA Unmapped Area, and
a. All notices have been advertised and posted according to regulations.
b. The proposed action and effect complies with the Mohave County General Plan.

c. The site is adequate for the action intended and the use is consistent with the surrounding
land uses and terrain.
d. The neighboring area contains a large lot subdivision to the north and east.
e. The site has legal access.
f. There are no significant environmental features affecting the site.
WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
November 8, 1995, the Commission recommended APPROVAL for a Rezone subject to the following:
I. The GREENWOOD VILLAGE, Tract 3804, subdivision will be rezoned A-R/5A
(Agricultural-Residential/Five Acre Minimum Lot Size).
2. The rezone will become effective upon recordation of the Final Plat for GREENWOOD
VILLAGE, Tract 3804. If the development is phased, only the zoning for the recorded phase
will become effective.

3. The lot size minimum will be based on the size of the lots recorded on the Final Plat and
there will be no further lot splits.
4. The applicant shall comply with all applicable provisions of the Mohave County Zoning
Regulations.
5. The appropriate zoning, building, environmental and floodplain permits will be obtained.
6. The rezone shall not become effective until at least 30 days after final approval of the change
in classification by the Board of Supervisors, as per ARS I I -829E.
WHEREAS, the notice of hearing was published in the Kingman Daily Miner, a newspaper of
general circulation in Kingman, Mohave County, Arizona, November 19, 1995, and posted November 17,
1995, as required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOL YED, that the Board of Supervisors, at their regular meeting
on Monday, December 4, 1995, APPROVED this Rezone as recommended by the Mohave County Planning
and Zoning Commission and outlined herein.
