A RESOLUTION SETTING FORTH A REVISION FOR AN APPROVED RV PARK PLAN FOR
VALLE VISTA RV PARK, BEING A PORTION OF THE SW1/4 OF SECTION 11 AND A
PORTION OF THE NW 1/4 OF SECTION 14, TOWNSHIP 23 NORTH, RANGE 15 WEST, IN THE
MOHA VE COUNTY GENERAL AREA, MORAVE COUNTY ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on Monday,
December 4, 1995, a public hearing was conducted to determine whether approval should be granted for a
revision to an approved RV park plan for the above described Valle Vista RV Park as requested by Richard
W. Neal, owner, of Las Vegas, Nevada. The developer for this project is Valle Vista Construction and
Development, agent David Flaherty of Kingman, Arizona, and the engineer is Mohave Engineering
Associates of Kingman, Arizona, and
WHEREAS, Valle Vista RV Park is located approximately 11 miles north of the Kingman City
limits on the west side of SR66, between Valle Vista Subdivision and Arizona West Subdivision. Access
is from SR 66 through the main entrance of Valle Vista Subdivision, then north on Tower Road in the RV
park, and
WHEREAS, the RV park plan depicts a 4.5-acre parcel which will provide for 24 back-in seasonal
spaces, I I pull-through spaces, 1 handicap pull-through space and 13 off-street parking spaces. Only R V s
with full-service utilities built in to the unit will be allowed to rent space in the park, and
WHEREAS, an RV park plan was approved for this site on September 6, 1994 per BOS Resolution
No. 94-302. A zoning use permit was granted in January, 1994, and the parcel was rezoned to A-R/3A on
March 1, 1994 per BOS Resolution No. 94-83. The park is being processed as a new plan because there are
major changes to the original plan, and
WHEREAS, this revision eliminates one regular back-in RV space, the park residence unit, the
park's common restrooms and two seasonal RV spaces. This revision increases the amount of common area
to 2.022 acres. In addition, the septic tank and leaching field areas have been shifted because state law
requires a leaching field to be at least 50 feet from a wash or drainage way, and
WHEREAS, water will be provided by the Truxton Water Company, electric service by Mohave
Electric Co-op, sewage disposal by a redesigned septic system and relocated leaching field, and fire
protection by the Valle Vista Fire District, and

WHEREAS, the following are Findings of Fact for the above captioned item:
a. BOS Resolution No. 94-302 approved the Valle Vista RV Park Plan as of September 6, 1994.
b. A Zoning Use Permit was granted to the Park in January of 1994 per BOS Resolution No.
94-51.
c. This parcel was rezoned from A-R/l OA (AgriculturaJ-Residentialrren Acre Minimum Lot
Size) zone to A-R/3A (Agricultural-Residential/Three Acre Minimum Lot Size) zone via
BOS Resolution No. 94-83 on March I, 1994.
d. All notices have been advertised and posted according to regulations.
e. The proposed action and the effect on the property complies with the Mohave County
General Plan.
f. The site is adequate for the action intended and the use is consistent with the surrounding land
uses and terrain.
g. The surrounding area contains other like land uses similar to the above proposed action.
h. The site has legal access.
i. There are no significant environmental features affecting the site, and
WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
November 8, 1995, the Commission recommended APPROVAL for a Revision of an RV Park Plan subject
to the following:
I. Valle Vista RV Park must comply with the remaining conditions ofBOS Resolution No. 94-
302.
2. Valle Vista RV Park must comply with the conditions ofBOS Resolution No. 94-83 dated
March 1, 1994.
3. Spaces within this parcel will be for temporary rental purposes only. Spaces shall not
be offered for sale.
4. All improvements and drainage related items are to be constructed as shown in the
RV Park Plan and approved by the Mohave County Engineer.
5. Prior to establishing use, all appropriate zoning, building, environmental and floodplain
permits must be obtained.
6. The owner of the park shall furnish as-built plans and request an inspection by the
County Engineer and the Planning and Zoning Department when the RV Park has
been completed. The inspection shall determine that all improvements have been
satisfactorily completed prior to uses or occupancy of the park.
7. All approvals will be obtained as required for the water distribution and sewage disposal
system from the Arizona Department of Environmental Quality, and

WHEREAS, the notice of hearing was published in the Kingman Daily Miner, a newspaper of
general circulation in Kingman, Mohave County, Arizona, November 19, 1995 and posted on November
17, 1995, as required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLYED, that the Board of Supervisors, at theirreguIarmeeting
on December 4, 1995, APPROVED this Revision of an RV Park Plan as recommended by the Mohave
County Planning and Zoning Commission and outlined herein.
