A RESOLUTION SETTING FORTH A REZONE OF LOT 15, BLOCK N, GOLDEN SAGE
RANCHOS, UNIT 61, IN SECTION 23, TOWNSHIP 22 NORTH, RANGE 19 WEST, FROM A-R/2A
(AGRICULTURAL-RESIDENTIALffWO ACRE MINIMUM LOT SIZE) TO A-R
(AGRICULTURAL-RESIDENTIAL) ZONE, IN THE GOLDEN VALLEY AREA, MOHAVE
COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on December
4, 1995, a public hearing was conducted to determine whether approval should be granted to Rezone the
above described property as requested by the owners, James J. and Celina T, Watson of Golden Valley,
Arizona, and
WHEREAS, the following described Findings of Fact are for the above captioned item:
WHEREAS, this property is located on the north side of Highway 68. The site is accessed from
Highway 68 via north on Milky Way Road, then east on Chino Drive, then north on Laguna Road, then west
on Mancos Drive, then south on Cordes Road approximately 300 feet to the site on the east side. The
property has a mobile home on the south half. The terrain is sloping to the rear. The surrounding land uses
consist of primarily residential. There is a small wash running north to south at the rear of the property, and
WHEREAS, the applicant proposes this zone change to allow a split of the property in order to have
his daughter live next door. The applicant proposes to divide the 2.34-acre parcel into two, 1.17-acre
parcels. The Mohave County General Plan designates this area as a Suburban Development Area, and
WHEREAS, a review of FEMA FIRM Panel #040058-2150B indicates the parcel described to be
in Zone A, in the Special Flood Hazard Area, and
a. All notices have been advertised and posted according to regulations.
b. The proposed action and the effect on the property complies with the Mohave County
General Plan.
c. The site is adequate for the action intended and the use is consistent with the surrounding
land uses and terrain.
d. The neighboring area contains other like land uses similar to the above proposed action.
e. The site has legal access.
f. There is a significant environmental feature, the wash at the rear of the property, affecting
the site.

WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
November 8, 1995, the Commission recommended APPROVAL for a Rezone subject to the following:
1. These parcels will be rezoned A-R (Agricultural-Residential/One Acre Minimum Lot Size).
2. The submittal and recordation of a Parcel Plat prepared in accordance with Article 3.16 of
the Mohave County Subdivision Regulations and 102.04-B of the Standard Specifications
and Details is requi~ed.

3. Each parcel shall meet or exceed its respective acreage exclusive of roadways.
4. Each parcel shall have legal access.
5. The Parcel Plat shall show any surface drainage and FEMA flood zones.
6. The appropriate zoning, building, environmental and floodplain permits will be obtained
prior to any development. These permits will not be issued until Parcel Plat recordation.
7. The rezone shall not become effective until at least 30 days after final Board of Supervisors
approval for the change in classification, as per ARS 11-829E.
8. If these conditions are not met within one year this approval will be void. If at the expiration
of this period the property has not been improved to meet the use for which it was
conditionally approved, the Board of Supervisors (after notification by registered mail to the
owner and applicant who requested the rezoning) shall schedule a public hearing to grant an
extension, determine compliance with the schedule for development, or cause the property
to revert to its former zoning classification. This action is in accordance with Arizona
Revised Statutes Annotated, Title 11, Chapter 6, 1 1-832.
WHEREAS, the notice of hearing was published in the Kingman Daily Miner, a newspaper of
general circulation in Kingman, Mohave County, Arizona, November 19, 1995, and posted November 17,
1995, as required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
