NWY-. NWY-. OF SECTION 25, TOWNSHIP 19 NORTH, RANGE 22 WEST, FROM A-R (AGRICULTURAL-RESIDENTIAL) ZONE TO R-MH (SINGLE-FAMILY RESIDENTIALIMOBILE HOME) ZONE, IN THE SOUTH MORA YE VALLEY AREA, MORA YE COUNTY, ARIZONA. WHEREAS, this will be the fourth Extension of Time for this property, and WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on December 4, 1995, a public hearing was conducted to determine whether an Extension of Time for a Rezone should be granted for the above described property as requested by Richard Young of Oceanside, California, being represented by G. Kelly Grier of Stovall Engineers, Inc., of Bullhead City, Arizona, and WHEREAS, this property is located south of Bullhead City and east of Highway 95. The site is accessed from Highway 95 via east on EI Rodeo Road to Mountain View Road, then south on Mountain View Road to the site. The site is located on the east side of Mountain View Road approximately 615 feet south of EI Rodeo Road. The property is flat and vacant. There are no significant drainage patterns that cross the property. The Mohave County General Plan designates this area as an Urban Development Area, and WHEREAS, this Rezone was conditionally approved by the Mohave County Board of Supervisors on October 7,1991 via BOS Resolution No. 91-264. It was extended for the first time with BOS Resolution No. 92-386 on December 7, 1992. A second extension was granted via BOS Resolution No. 93-306 on November 1, 1993, and on December 5,1994 a third Extension of Time was granted via BOS Resolution No. 94-418, and WHEREAS, this Extension of Time will allow the applicant, the new owner, time to accomplish the conditions of the previous resolutions. Ms Grier stated in her letter dated September 27, 1995 "The Mobile Home Park and the expansion were sold a few months ago to Richard Young. Mr. Young plans to carry through with the plans to expand the Park, but needs additional time to make assessments and set priorities. The plans are in the review process with ADEQ," and WHEREAS, a review ofFEMA FIRM Panel #040058-2445C indicates the parcel described to be in Zone AO, in the Special Flood Hazard Area, and -<II: lit . . RESOLUTION NO. 95-475 Page 2 WHEREAS, the approved Extension of Time policy allows for one Extension of Time when there is a change of ownership and a maximum of two Extensions of Time when the developer is actively pursuing a schedule of completion of the project. As of this date, this developer has not accomplished anything. The property is vacant, and WHEREAS, the following described Findings of Fact are for the above captioned item: a. All notices have been advertised and posted according to regulations. b. The proposed action and effect complies with the Mohave County General Plan. c. The site is adequate for the action intended and the use is consistent with the surrounding land uses and terrain. d. The neighboring area contains other like land uses similar to the above proposed action. e. The site has legal access. f. There are no significant environmental features affecting the site, except for the noted Special Flood Hazard Area. PAGE 2 OF 2 BK 2658 PG 259 FEE~95063937 WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on November 8, 1995, the Commission recommended APPROVAL for an Extension of Time for a Rezone subject to the following: I. Continued compliance with the conditions ofBOS Resolution No. 91-264. 2. This Extension of Time will be in effect until October 7, 1996. WHEREAS, the notice of hearing was published in the Kingman Daily Miner, a newspaper of general circulation in Kingman, Mohave County, Arizona, November 19, 1995, and posted November 17, 1995, as required by Arizona Revised Statutes and the Mohave County Zoning Regulations. NOW THEREFORE BE IT RESOL YED, that the Board of Supervisors, at their regular meeting on Monday, December 4, 1995, APPROVED this Extension of Time for a Rezone as recommended by the Mohave County Planning and Zoning Commission and outlined herein.
