RESOLUTION NO. 95-346 ON CONFERENCE OF LOCAL GOVERNMENTS WHEREAS, the Board of Supervisors of Mohave County met in Regular Session this 7th day of Aguust, 1995, and WHEREAS, Congress and the administration are considering proposals to significantly reduce the role of the federal government in the intergovernmental partnership by eliminating numerous federal agencies and programs, consolidating many categorical programs under block grants at reduced levels of funding, and devolving many federal programs and responsibilities to state and local governments; and WHEREAS, such changes would significantly affect state and local governments and the citizens they serve if federal assistance is withdrawn and if federal responsibilities are shifted to state and local governments; and WHEREAS, national organizations representing state governments plan to hold a "Conference of States", in October 1995 and have extended invitations to the governor and representatives of the state legislatures from each state to discuss and possibly respond to the pending proposals on changing the federal system; and Association of Counties view local governments as an equal partner in the intergovernmental system and feel that the changes under consideration will have a significant impact on them, therefore, NACo and USCG requested that local officials be permitted to participate as official delegates in the Conference of States, however the request was denied; and WHEREAS, the National Association of Counties adopted a resolution supporting the proposed "Conference of Local Governments" and stating they will work with the U.S. Conference of Mayors and the National League of Cities to host the proposed conference, to discuss pending proposals to restructure the federal system, to identify local concerns and recommendations, and to develop a stately to promote the collective recommendations: THEREFORE, BE IT RESOLVED that the Mohave County Board of Supervisors supports the National Association of Counties, the U.S. Conference of Mayors, and the National League of Cities in their endeavor to hold a " Conference of Local Governments"; BE IT FURTHER RESOLVED that the Mohave County urges that the following principles be followed in developing recommendations on restructuring the federal system: A. The federal government must continue as a partner in the intergovernmental partnership in addressing national problems such as addressing the needs of the poor and disadvantaged; and . . . Resolution No. 95-346 Page 2 B. Consider the affects of any changes on the diverse make up of state and local governments which vary greatly in fiscal capacity, resources and authority; and C. Be cognizant of direct federal relationships in different programmatic areas and carefulIy consider the rationale for the creation of such partnerships; and D. Changes should not be made that shift federal or state responsibilities to local governments without the necessary resources to pay for implementing them.
