RESOLUTION NO. 95-351 ON THE 1996 FEDERAL BUDGET RESOLUTION WHEREAS, the Board of Supervisors of Mohave County met in Regular Session this 7th day of August, 1995, and WHEREAS, Congress has adopted a budget resolution achieving a balanced budget by the year 2002; and WHEREAS, the Federal budget deficit must be reduced to ensure the economic strength of the country and the financial security of future generations; and WHEREAS, the budget resolution sets a blueprint for action in the Congressional appropriations and reconciliation process; and WHEREAS, the National Association of Counties (NACo) supports the goal of achieving a balanced federal budget by considering all elements contained in it, with equitable reductions in defense and domestic discretionary and entitlement programs and adopted a resolution supporting such action on July 25, 1995; and WHEREAS, counties support increased flexibility in operating programs and reiterates their opposition to the federal or state imposition of unfunded mandates; and WHEREAS, county governments are partners with the federal and state governments I financing and administering programs ensuring the health, welfare and safety of our citizens; and WHEREAS, these intergovernmental partnership programs are targeted for a disproportionate share of the cuts in the seven year budget resolution and include significant reductions, particularly in Medicaid, Medicare and AFDC, transportation and other infrastructure programs which are often county responsibilities ultimately; and WHEREAS, the budget resolution reductions to Medicaid, Medicare and welfare alone amount to 58 percent of the total savings; and WHEREAS, these cuts may lead to new, significant under-funded mandates; and WHEREAS, states, counties and cities have historically distinguished between operating and capital costs and have established separate budgets for each to more accurately ref1ect long term investments and assets; and . . . Resolution No. 95-351 Page 2 WHEREAS, counties will have to rely on increases in property and other local taxes and further service reductions to respond to these cost shifts: THEREFORE, BE IT RESOLVED that the Mohave County Board of Supervisors supports equitable reductions in domestic discretionary and entitlement programs, but opposes the deep and disproportionate cuts and resulting cost shifts to counties; and BE IT FURTHER RESOLVED that the Mohave County Board of Supervisors urges Congress in adopting a time frame to achieve a balanced federal budget to consider the financial impact on counties and the state of the economy; and BE IT FURTHER RESOLVED that Congress should adopt legislative provisions to require a separate federal capital budget.
