RESOLUTION NO. 95-353
ENDORSEMENT OF THE SCHOOL-TO-WORK OPPORTUNITIES SYSTEM
WHEREAS, the Board of Supervisors of Mohave County met in Regular Session this 21 st
Day of August, 1995, and
WHEREAS, the State of Arizona has instituted a statewide system of educational reform
which includes effective career preparation, occupational preparation, and lifelong learning for all
citizens, and
WHEREAS, a School-To-Work Opportunities system is an integral part of the larger state
system and provides children with etfective career preparation, integrated academic and occupational
learning, first-level foundation occupational preparation, credentials for learning skills and support
for post-secondary education and training, and
WI-IEREAS, a Congressional finding stated in the SchooJ-to- Work OpporturJi1j~s Act of 1993
stated 50%) of adults in their late twenties had not found a steady job; and that U.S. high schools use
1110st of their resources to prepare students for college, and
WHEREAS:
The Annual Report of the Superintendent of Public Instruction, 1984-85 stated there were
27,877 graduates in the Arizona High School class of 1985, and the Performance Audit Report to
the Arizona Legislature by tbe Auditor General stated 32.7%. entered Arizona Universities as tirst
time, full time students; and approximately 28% of these did not return for the sophomore year.
More than half of those entering the sophomore year did not graduate hy the end of6 years; and only
1 J% of the high school graduation class of 1985 entered the Arizona l iniversity system and
graduated within 6 years, and
WHEREAS, in its Hepor! of tilf Academic Performance of 1993 Arizona I-Ugh Schoo!
Graduates in the A.>izona Un!.yersitv.Svstenl, the Arizona Board of Regems stated that in 1993, only
18.1 % ()f the 31,747 graduates of the A.rizona High School Class of 1993 enrolled in Arizona
t.i niversities, and
WHEREAS, nearly 9,000 Arizona students completed high school vocational programs in
1994, skilled to enter morc th,ill 40 occupations, or continue their education and work part time, and,
WHEREAS, responses from employers surveyed in November 1994 indicated that nearly
94% of Vocational Education program completers met or exceeded employers' expectations
regarding bringing needed academic skills to their jobs, and that more than 92% met or exceeded
expectations for technical or job skills, and that morc than 9 J % met or exceeded expcct<llions for
employee "vork habits and attitude, and
WHER EAS, a Congressional finding in the Schonl-to- Wark Opportunities Act of 1.993 stated

the United States is the only industrialized nation that lacks a comprehensive and coherent system
to help its youth ... make an effective transition from school to career work ..., and
WHEREAS, educators, business people, and concerned citizens of Mohave County have
indicated a desire to implement a School- To- Work program in all r-v10have public schools and
Community Colleges to operate within the framework of the Arizona Statewide School-To-Work
Education System, which will require significant changes in the relationships between school and
work, between "academic" and "technical" learning, and between educators and employers:
THEREFORE, BE IT RESOL VED that the Mohave County Board of Supervisors endorses
the implementation of the School-to-Work program in Mohave County public schools and the
Mohave Community College, as an integral pm1 of the Arizona Statewide Education Reform which
provides School- To- Work Opportunities.
PASSED, APPROVED AND ADOPTED this 21st day of August, 1995.
