HomeMy WebLinkAbout2005-09 PAGE 2 OF 3 E.K 5755 PG 613 FEE42005084732 MOHAVE COUNTY ORDINANCE NO. 2005-09 AN ORDINANCE ADOPTING AN AMENDMENT TO SECTION 8, FEES, OF THE MOHAVE COUNTY LAND DIVISION REGULATIONS, AS AMENDED, FOR THE UNINCORPORATED AREAS OF MOHAVE COUNTY. The Mohave County Land Division Regulations are amended as follows (added language is bolded; deleted language is struck): Application Fee (non-refundable) $1,750 each, for Preliminary Plans and Final Plats (with the initial submittal of the Preliminary Plan, and the Final Plat for each phase, PLUS the following review and other applicable fees) Preliminary Plan and Final Plat review fees $10 per acre plus $10 per lot/parcel/unit,with each review submittal. (minimum review fee of$500) Preliminary Plat $10 per acre plus $10 per lot Final Plat $10 per acre plus $10 per lot $500 will be assessed for every review thereafter. Fees shall be paid before review commences. A minimum fee-of$4,500 will be assessed to review a preliminary er final plat or phase thereof The Planning Director shall have the option to waive a review fee after the initial review based upon a reasonable circumstance or an action out of control of the developer, e.g.: a review initiated by an action of the County; inconsequential minor revisions or corrections to a plat or related reports; lack of timely reception of some outside agency comments or requirements and similar issues that in the opinion of the Director do not warrant an additional charged review. Master Plan Review: $3 per acre (Chapter 3.10.B.4.$) Amendment to Final Plat(re-plat) 50% of final plat fees. WHEREAS, at their meeting on August 1, 2005, the Mohave County Board of Supervisors considered whether to amend Mohave County Ordinance 2001-01, by adopting a revised fee schedule for the Land Division Regulations, and WHEREAS, the Mohave County Office of Management and Budget (OMB) has completed a study of the costs, work volume, staffing and fees related to the land division process conducted by the Planning Division of the Planning and Zoning Department, and WHEREAS, the OMB assessed the staffing requirements necessary to adequately meet the plan review demands from county-wide growth pressures. With the objective of total cost recovery in mind, the current fee structure was evaluated, relative to the current and projected costs to provide the review services. It was found that current fees are insufficient to cover the expense of existing review staff, and that the present workload is well over sustainable capacity. In order to provide expected services in a timely manner, additional staff is necessary. Increased fees would help offset the expense of new full- time equivalent (FTE) employees.
