A RESOLUTION SETTING FORTH AN EXTENSION OF TIME FOR A REZONE OF A
PORTION OF THE SEV. OF SECTION 34, TOWNSHIP 41 NORTH, RANGE 15 WEST AND A
PORTION OF THE NY. OF SECTION 3, TOWNSHIP 40 NORTH, RANGE 15 WEST, FROM R-/
E/I0A (RESIDENTIAL-RECREATION/TEN ACRE MINIMUM LOT SIZE) ZONE TO C-RE
(COMMERCIAL-RECREATION) ZONE, IN THE ARIZONA STRIP AREA, MOHA VE COUNTY,
ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on November
4, 1996, a public hearing was conducted to determine whether an Extension of Time for a Rezone should
be granted for the above described property as requested by William 1. Gates and John Johnson, dba Virgin
River AZ of Littlefield, Arizona, and
WHEREAS, this property is located north ofInterstate 15 and east of the 1-15 Farm Road Exit in
the Littlefield Area. The site is accessed from Interstate 15 via the 1-15 Farm Road Exit to the Frontage
Road, then northeast on the Frontage Road to the site located on the north side of the road. The property
is vacant and relatively flat, sloping slightly to the north and west toward the Virgin River. There are several
significant drainage patterns crossing the property, mostly along the northern part toward the Virgin River.
The Mohave County General Plan designates this area as a Rural Development Area and an Outlying
Community, and
WHEREAS, this rezone was conditionally approved by the Mohave County Board of Supervisors
on August 7, 1995 via BOS Resolution No. 95-313, and
WHEREAS, this Extension of Time will allow the applicant time to "...continue our efforts in
obtaining the applicable federal, state and county and local approvals; also the appropriate zoning, building,
flood plain and aquifer protections...", and the other conditions as required by BOS Resolution No. 95-313,
and
WHEREAS, this will be the first Extension of Time for this property, and
WHEREAS, a review ofFEMA FIRM Panel #040058-0025B indicates the parcel described to be
in Zone A, in the Special Flood Hazard Area, and
WHEREAS, the following described Findings of Fact are for the above captioned item:
a. All notices have been advertised and posted according to regulations.
b. The proposed action and effect complies with the Mohave County General Plan.

c. The site is adequate for the action intended and the use is consistent with the surrounding
land uses and terrain.
d. The neighboring area contains other like land uses similar to the above proposed action.
e. The site has legal access.
f. There are no significant environmental features affecting the site, except the noted Special
Flood Hazard Area.
g. This request complies with the Extension of Time Policy.
WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
October 9, 1996, the Commission recommended APPROVAL for an Extension of Time for a Rezone subject
to the following:
1. Continued compliance with the conditions ofBOS Resolution No. 95-313.
2. This Extension of Time will be in effect until August 7,1997.
WHEREAS, the notice of hearing was published in The Standard, a newspaper of general
circulation in Kingman, Mohave County, Arizona, October 19, 1996, and posted October 18, 1996, as
required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Monday, November 4, 1996, APPROVED this Extension of Time for a Rezone as recommended by the
Mohave County Planning and Zoning Commission and outlined herein.
