A RESOLUTION SETTING FORTH AN AMENDMENT TO THE LONG MOUNTAIN AREA
PLAN TO AMEND A PORTION OF SECTION 13, TOWNSHIP 22 NORTH, RANGE 17 WEST,
FROM FIVE ACRE MINIMUM LOT SIZE TO URBAN DEVELOPMENT AREAlLOW DENSITY
RESIDENTIAL TO BE IN LINE WITH THE MOHA VE COUNTY GENERAL PLAN, IN THE
MOHA VE COUNTY GENERAL AREA, MOHA VE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on January
2, 1996, a public hearing was conducted to determine whether approval should be granted for an
Amendment to the Long Mountain Area Plan for the above described area, as requested by Renzi and
Campbell Development of Flagstaff, Arizona, and
WHEREAS, the property is located north of Kingman and east of Stockton Hill Road. The site is
accessed from Kingman by proceeding north on Stockton Hill Road to Sunward Ho! Road, then east on
Sunward Ho! Road approximately one-half mile to the southeast corner of the site. The property is vacant
and has gently rolling hills sloping to the southeast. The surrounding land is vacant. A minor wash drains
generally from the northwest corner to the southeast corner of the property. Other washes parallel the site's
northern and southern boundaries, and
WHEREAS, on June I, 1992, the Board of Supervisors approved the Long Mountain Area Plan for
Townships 22 and 23 North, Ranges 15, 16 and 17 West. The Plan designated this area as having a five-acre
minimum lot size and stated that any lot divisions would require an amendment to that Plan, and
WHEREAS, at a Planning and Zoning Commission public hearing on the Mohave County General
Plan held on August 4, 1994, at the Kingman High School, John A. Proffit ofMohave Engineers Associates,
Inc" represented the owner and requested that Parcel 13-1 through 13-7 or Section 13, Township 22 North,
Range 13 West be designated an Urban Development Area to allow for a subdivision of 20,000 square foot
lots, and
WHEREAS, the General Plan recommended for adoption by the Commission on September 14,
1994, included the above parcels and SEll. SE'i4 Section 13, Township 22 North, Range 17 West as an Urban
Development Area. Further, the General Plan adopted by the Board of Supervisors on January 4, 1995, did
not amend the Commission's recommendation for this area, and
WHEREAS, the Planning and Zoning Commission and the Board of Supervisors support revising
the area plans including the Long Mountain Area Plan. However, the process began with those areas lacking
an area plan and has not proceeded to the Long Mountain Area Plan, and

WHEREAS, one purpose of the Long Mountain Area Plan was to discourage lot splitting and
wildcat subdivisions. The proposed amendment would accommodate a planned subdivision that would
comply with Mohave County's Subdivision Regulations. The developer would be required to provide paved
roadways to county standards, accommodation for drainage, surveyed and platted lots, electricity and public
water. Fire protection is available through Hualapai Valley Fire Department, and
WHEREAS, the following described Findings of Fact are for the above captioned item:
a. All notices have been advertised and posted according to regulations and state statutes,
b. The proposed action brings this area of the Long Mountain Area Plan into compliance with
the General Plan.
c. The site is adequate for the densities and land uses proposed in the amendment.
WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
December 13, 1995, the Commission recommended APPROVAL for the proposed Amendment to the Long
Mountain Area Plan subject to the following:
1. Parcels 13-1 through 13-7 and the SEY< SE'I. of Section 13, Township 22 North, Range 17
West be designated an Urban Development Area, Low Density Residential (I to 5 units per
acre) .
2. Any rezone proposed for this area be accompanied by a preliminary subdivision plan.
WHEREAS, the notice of hearing was published in the Kingman Daily Miner, a newspaper of
general circulation in Kingman, Mohave County, Arizona, December 17, 1995, and posted December 18,
1995, as required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Tuesday, January 2, 1996, APPROVED this Amendment to the Long Mountain Area Plan as
recommended by the Mohave County Planning and Zoning Commission and outlined herein.
