RESOLUTION NO. 96-18
A RESOLUTION SETTING FORTH A ZONING USE PERMIT ON LOT 128, SUN WEST ACRES,
TRACT 1027, IN SECTION 25, TOWNSHIP 21 NORTH, RANGE 18 WEST, FOR A MOBILE
HOME AND RECREATIONAL VEHICLE PARK IN AN A-R/I0A (AGRICULTURAL-
RESIDENTIALffEN ACRE MINIMUM LOT SIZE) ZONE, IN THE GOLDEN V ALLEY AREA,
MOHA VE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on January
2, 1996, a public hearing was conducted to determine whether a Zoning Use Permit should be granted for
the above described property as requested by Violet S. Clayton of Kingman, Arizona, and
WHEREAS, this property is located south of Highway 68 between Bacobi Road and Tooman Road.
The site is accessed from Highway 68 via south on Bacobi Road to the site. The site is located on the
northeast comer of Bacobi Road and Unkar Drive. The property and the surrounding land is vacant.. The
terrain is gently rolling, sloping slightly to the southeast. There is a significant wash running north to south
along the western one-fourth ofthe property, and
WHEREAS, the applicant requests this Zoning Use Permit to allow for a mobile home and
recreational vehicle park. The Mohave County General Plan designates this area as a Rural Development
Area, and
WHEREAS, a review ofFEMA FIRM Panel #040058-2325B indicates the parcel described to be
in Zone A, in the Special Flood Hazard Area, and
WHEREAS, the following described Findings of Fact are for the above captioned item:
a. All notices have been advertised and posted according to regulations.
b. The proposed action and effect complies with the Mohave County General Plan.
c, The site is adequate for the action intended and the use is consistent with the surrounding
land uses and terrain.
d. The site has legal access,
e. There are no significant environmental features affecting the site, except the noted Special
Flood Hazard Area.

WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
December 13, 1995, the Commission recommended APPROVAL for a Zoning Use Permit subject to the
following:
1. This Zoning Use Permit is intended for a mobile home and recreational vehicle park and
activities related thereto,
2. The applicant shall comply with all applicable provisions of the Mohave County Zoning
Regulations, including Section 27.1 (Mobile Home Parks) and Section 27.J (Recreational
Vehicle Parks). In addition, Section 27.P (Site Plan Requirements) must be completed and
approved prior to approval of permits. This will include a drainage report and a grading
permit if necessary.
3. The Board of Supervisors accepts the dedication of the 20-foot radius curve at the
intersection of Bacobi Road and Unkar Drive as road right-of-way.
4. The eight feet adjacent to all rights-of-way shall be granted to the public as a Public Utilities
Easement (PUE).
5. The appropriate zoning, building, environmental and floodplain permits will be obtained
prior to construction.
6. If construction or use has not commenced within one year of Board approval of the Zoning
Use Permit or if the use has been discontinued for six months, then approval shall terminate
at that date.
7. This Zoning Use Permit is subject to revocation upon 60 days notification by the Board of
Supervisors if, in the opinion of the Commission and Board, the continued use of the
property would be contrary to the public health, safety and welfare.
WHEREAS, the notice of hearing was published in the Kingman Daily Miner, a newspaper of
general circulation in Kingman, Mohave County, Arizona, December 17, 1995, and posted December 18,
1995, as required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
