HomeMy WebLinkAbout96-017 ~ . . _MICROFILMED " RESOLUTION NO. 96-17 A RESOLUTION SETTING FORTH A ZONING USE PERMIT ON LOT 13, BLOCK L, GOLDEN SAGE RANCHOS, UNIT 82, IN SECTION 15, TOWNSHIP 21 NORTH, RANGE 19 WEST, FOR A SECONDARY RESIDENCE IN AN A-R (AGRICULTURAL-RESIDENTIAL) ZONE, IN THE GOLDEN VALLEY AREA, MOHA VE COUNTY, ARIZONA. WHEREAS, at th_e regular meeting of the Mohave County Board of Supervisors held on January 2, 1996, a public hearing was conducted to determine whether a Zoning Use Permit should be granted for the above described property as requested by Donald F. and Leah 1. Blazic of Golden Valley, Arizona, and WHEREAS, this property is located south of Highway 68 between Egar Road and Estrella Road. The site is accessed from Highway 68 via south on Egar Road to Abrigo Drive, then east on Abrigo Drive to Elfrida Road, then south on Elfrida Road to the site, The property has a double-wide mobile home and a garage on it. The terrain is sloping slightly to the southeast and the surrounding land is vacant. There is a minor wash crossing the southeast corner of the property, and WHEREAS, the applicant requests this Zoning Use Permit to allow a secondary residence in an A-R (Agricultural-Residential) zone for her mother. The Mohave County General Plan designates this area as a Suburban Development Area, and WHEREAS, a review ofFEMA FIRM Panel #040058-2300B indicates the parcel described to be in Zone C, not in the FEMA Special Flood Hazard Area, and WHEREAS, the following described Findings of Fact are for the above captioned itern: a. All notices have been advertised and posted according to regulations. b. The proposed action and effect complies with the Mohave County General Plan. c. The site is adequate for the action intended and the use is consistent with the surrounding land uses and terrain. d. The neighboring area contains other like land uses similar to the above proposed action. e. The site has legal access. f. There are no significant environmental features affecting the site. WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on December 13, 1995, the Commission recommended APPROVAL for a Zoning Use Permit subject to the following: RESOLUTION NO. 96-17 Page 2 . . PAGE 2 OF 2 BK 2670 PG +0+ FEE~9600609 1. This Zoning Use Permit is for a mobile home as a secondary residence on this property and the activities related thereto. 2. The applicant shall comply with all applicable provisions of the Mohave County Zoning Regulations, Section 27.R (Accessory or Secondary Residence Requirements), and a site plan in accordance with Section 27.R must be completed and approved prior to approval of permits. 3. The appropriate zoning, building, environmental and floodplain permits will be obtained prior to construction. 4. If construction or use has not commenced within one year of Board approval of the Zoning Use Permit or if the use has been discontinued for six months, then approval shall terminate at that date. 5. This Zoning Use Permit is subject to revocation upon 60 days notification by the Board of Supervisors if, in the opinion of the Commission and Board, the continued use of the property would be contrary to the public health, safety and welfare. WHEREAS, the notice of hearing was published in the Kingman Daily Miner, a newspaper of general circulation in Kingman, Mohave County, Arizona, December 17, 1995, and posted December 18, 1995, as required by Arizona Revised Statutes and the Mohave County Zoning Regulations. NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting on Tuesday, January 2, 1996, APPROVED this Zoning Use Permit as recommended by the Mohave County Planning and Zoning Commission and outlined herein.
