WHEREAS, the following described Findings of Fact are for the above captioned item:
A RESOLUTION SETTING FORTH A ZONING USE PERMIT ON LOT 7, DESERT SPRINGS
RANCHOS, TRACT 3029, IN SECTION 3, TOWNSHIP 40 NORTH, RANGE 15 WEST, FOR A
SECONDARY RESIDENCE IN AN A-R (AGRICULTURAL-RESIDENTIAL) ZONE, IN THE
ARIZONA STRIP AREA, MOHA VE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on January
2, 1996, a public hearing was conducted to determine whether a Zoning Use Permit should be granted for
the above described property as requested by Charlene 1. Ross of Mesquite, Nevada, and
WHEREAS, this property is located south ofInterstate 15 and west of the Interstate 15 farm road
exit in the Desert Springs area. The site is accessed from Interstate 15 via south on the farm road exit, then
west on the frontage road to Desert Springs Road, then southeast on Desert Springs Road to Sagebrush
Drive, then west on Sagebrush Drive to the site. The site is on the northwest corner of Sagebrush Drive and
Desert Verde. The property is fairly flat, sloping slightly toward the north; and has a residence on it. The
surrounding land uses consist of several other residences in the Desert Springs Ranchos Subdivision and a
towing service/garage to the west. The remainder of the property is vacant. There are no significant
drainage patterns crossing the property, and
WHEREAS, the applicant requests this Zoning Use Permit to allow a secondary residence in an A-R
(Agricultural-Residential) zone for her daughter to live in. The Mohave County General Plan designates
this area as a Rural Development Area and an Outlying Community, and
WHEREAS, a review ofFEMA FIRM Panel #040058-0025B indicates the parcel described to be
in Zone C, not in the FEMA Special Flood Hazard Area, and
a. All notices have been advertised and posted according to regulations.
b. The proposed action and effect complies with the Mohave County General Plan.
c. The site is adequate for the action intended and the use is consistent with the surrounding
land uses and terrain.
d. The neighboring area does not contain other like land uses similar to the above proposed
action; the remaining lots have one residence on them.
e. The site has legal access.
f. There are no significant environmental features affecting the site.

WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
December 13, 1995, the Commission recommended APPROVAL for a Zoning Use Permit subject to the
following:
I. This Zoning Use Permit is for a mobile home as a secondary residence on this property and
the activities related thereto.
2. The applicant shall comply with all applicable provi&ions of the Mohave County Zoning
Regulations, Section 27.R (Accessory or Secondary Residence Requirements) and a site plan
in accordance with Section 27.R must be completed and approved prior to approval of
permits.
3. This property must be connected to an approved public or semi-public water system.
4. A primary residence and a secondary residence is permitted. The secondary residence may
not be leased or rented.
5. The appropriate zoning, building, environmental and floodplain permits will be obtained
prior to construction.
6. If construction or use has not commenced within one year of Board approval of the Zoning
Use Permit or if the use has been discontinued for six months, then approval shall terminate
at that date.
7. This Zoning Use Permit is subject to revocation upon 60 days notification by the Board of
Supervisors if, in the opinion of the Commission and Board, the continued use of the
property would be contrary to the public health, safety and welfare.
WHEREAS, the notice of hearing was published in the Kingman Daily Miner, a newspaper of
general circulation in Kingman, Mohave County, Arizona, December 17, 1995, and posted December 18,
1995, as required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
