A RESOLUTION SETTING FORTH AN EXTENSION OF TIME FOR A ZONING USE PERMIT
ON THE SOUTHERLY 660.46 FEET OF THE WESTERLY 579.07 FEET OF LOT" A" OF LE
CLAIR SUBDIVISION, IN SECTION 15, TOWNSHIP 19 NORTH, RANGE 22 WEST, FOR A
RECREATIONAL VEmCLE PARK IN AN A-R (AGRICULTURAL-RESIDENTIAL) ZONE, IN
THE SOUTH MOHA VE VALLEY AREA, MOHA VE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on April 1,
1996, a public hearing was conducted to determine whether an Extension of Time for a Zoning Use Permit
should be granted for the above described property as requested by Joseph S. Ennes of Bullhead City,
Arizona, being represented by G. Kelly Grier of Burton Engineering, Inc., Bullhead City, Arizona, and
WHEREAS, this property is located north of Valencia Road and west of Highway 95, south of
Bullhead City. The site is accessed from Highway 95 via west on Valencia Road to the site on the northeast
corner of Valencia Road and Cavalry Road. The property is vacant and flat, sloping slightly to the west
toward the Colorado River. The surrounding land uses include several homes on the west side and an
automotive repair shop to the southwest. The land to the north and east is vacant and there is a rnini-storage
on the northeast side. There are no significant drainage patterns that cross the property. The Mohave
County General Plan designates this area as an Urban Development Area, and
WHEREAS, this Zoning Use Permit was conditionally approved by the Mohave County Board of
Supervisors on April 3, 1995 per BaS Resolution No. 95-135, and
WHEREAS, the applicant's representative requested in a letter dated February 2, 1996, that the
Zoning Use Permit be extended for one year. The letter stated that "Mr. Joseph Ennes has been clearing the
land in preparation for grading, and negotiations are still in progress for sewer service, which is preferred
over the on site treatment facility," and
WHEREAS, this will be the first Extension of Time for this property, and
WHEREAS, a review ofFEMA FIRM Panel #040058-2435D indicates the parcel described to be
in Zone C, not in the FEMA Special Flood Hazard Area, and
WHEREAS, the following described Findings of Fact are for the above captioned item:
a. All notices have been advertised and posted according to regulations.
b. The proposed action and effect complies with the Mohave County General Plan.

c. The site is adequate for the action intended and the use is consistent with the surrounding
terrain.
d. The site has legal access.
e. There are no significant environmental features affecting the site.
f. This request of an extension of time complies with the approved Extension of Time Policy.
WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
March 13, 1996, the Commission recommended APPROVAL for an Extension of Time for a Zoning Use
Permit subject to the following:
1. Continued compliance with the conditions of BaS Resolution No. 95-135.
2. This Extension of Time will be in effect until April 3, 1997.
WHEREAS, the notice of hearing was published in the Kingman Daily Miner, a newspaper of
general circulation in Kingman, Mohave County, Arizona, March 17,1996, and posted March 15, 1996, as
required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Monday, April 1, 1996, APPROVED this Extension of Time for a Zoning Use Permit as recommended
by the Mohave County Planning and Zoning Commission and outlined herein.
