WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on March 7, 1996, a public hearing was conducted to determine whether an Extension of Time for a Specific Use Permit should be granted for the above described property as requested by Jim Wilkinson, Executive Director, Kingman Airport Authority, Kingm~ Arizona, and WHEREAS, this property is located in the Kingman Airport Industrial Park northeast of the City of Kingman and east of Highway 66. The site is accessed from Highway 66 via southeast on Mohave Airport Drive to the site. The property is on the north comer ofMohave Airport Drive and Flightline Drive. The property is vacant. There are no significant drainage patterns that cross the property. The Mohave County General Plan designates this area as an Urban Development Area, and WHEREAS, this Specific Use Permit was conditionally approved by the Mohave County Board of Supervisors on October 4,1994, per BaS Resolution No. 94-361, and WHEREAS, the applicant requested in a letter dated December 12, 1995, that the Specific Use Permit be extended for one year, The letter stated that "Due to expansion (including a major construction project in Bullhead City) of the purchaser's business, there has been a delay in the construction of this facility," and WHEREAS, this will be the first Extension of Time for this property. The approved Extension of Time Policy allows two Extensions of Time when a developer is actively pursuing a schedule of completion, and WHEREAS, a review ofFEMA FIRM Panel #040058-2170B indicates the parcel described to be in Zone C, not in the FEMA Special Flood Hazard Area, and WHEREAS, the following described Findings of Fact are for the above captioned item: a. All notices have been advertised and posted according to regulations. b. The proposed action and effect complies with the Mohave County General Plan. .~ ,. , . The neighboring area contains other like land uses similar to the above proposed action. e. The site has legal access. f. There are no significant environmental features affecting the site. g. This action does comply with the approved Extension of Time Policy. WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on February 14, 1996, the Commission recommended APPROVAL for an Extension of Time for a Specific Use Permit subject to the following: 1. Continued compliance with the conditions of BaS Resolution No. 94-361. 2. Section 27.P (Site Plan Requirements) must be completed and approved prior to approval of permits. 3. This Extension of Time will be in effect until October 4,1996. WHEREAS, the notice of hearing was published in the Kingman Daily Miner, a newspaper of general circulation in Kingman, Mohave County, Arizona, February 18, 1996, and posted February 21, 1996, as required by Arizona Revised Statutes and the Mohave County Zoning Regulations. NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting on Thursday, March 7, 1996, APPROVED this Extension of Time for a Specific Use Permit as recommended by the Mohave County Planning and Zoning Commission and outlined herein.
