WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on March 7, 1996, a public hearing was conducted to determine whether a Zoning Use Permit should be granted for the above described property as requested by Robert E. and Penelope A. Cochran, Sr., of Mohave Valley, Arizona, and WHEREAS, this property is located south of Bullhead City, east of Highway 95 and south of Laguna Road. The site is accessed from Highway 95 via east on Laguna Road to Mountain View Road, then south on Moun1ain View Road to Pescador Drive, then east on Pescador Drive to the site. The site is located on the north side of Pes cad or Drive approximately 1,600 feet east of Mountain View Road. The property is relatively flat with a residence, garage and a second house designated as an in-law house on it. The. surrounding land uses consist of vacant lots and residences. There are no significant drainage patterns that cross the property, and WHEREAS, the applicant requests this Zoning Use Permit to allow a secondary residence in an A-R (Agricultural-Residential) zone for guest and in-law quarters. The Mohave County General Plan designates this area as an Urban Development Area, and WHEREAS, a review ofFEMA FIRM Panel #040058-261 OC indicates the parcel described to be in Zone B, not in the FEMA Special Flood Hazard Area, and WHEREAS, the following described Findings of Fact are for the above captioned item: a, All notices have been advertised and posted according to regulations. b. The proposed action and effect complies with the Mohave County General Plan. c. The site is adequate for the action intended and the use is consistent with the surrounding land uses and terrain. d. The site has legal access, e. There are no significant environmental features affecting the site. ~~ . .. ...... . . RESOLUTION NO. 96-87 Page 2 PAGE 2 OF 2 BK 2699 PG 50 FEE~9612919 WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on February 14, 1996, the Commission recommended APPROVAL for a Zoning Use Permit subject to the following: 1. This Zoning Use Permit is for a secondary residence for non-paying guest and in-law quarters on this property and the activities related thereto. 2. The applicant shall comply with all applicable provisions of the Mohave County Zoning Regulations, Section 27.R (Accessory or Secondary Residence Requirements) and a site plan in accordance with Section 27.R must be completed and approved prior to approval of permits. 3. The appropriate zoning, building, environmental and floodplain permits will be obtained prior to construction. 4. If construction or use has not commenced within one year of Board approval of the Zoning Use Permit or if the use has been discontinued for six months, then approval shall terminate at that date. 5. This Zoning Use Permit is subject to revocation upon 60 days notification by the Board of Supervisors if, in the opinion of the Commission and Board, the continued use of the property would be contrary to the public health, safety and welfare. WHEREAS, the notice of hearing was published in the Kingman Daily Miner, a newspaper of general circulation in Kingman, Mohave County, Arizona, February 18, 1996, and posted February 21, 1996, as required by Arizona Revised Statutes and the Mohave County Zoning Regulations. NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting on Thursday, March 7, 1996, APPROVED this Zoning Use Permit as recommended by the Mohave County Planning and Zoning Commission and outlined herein.
