WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on March 7, 1996, a public hearing was conducted to determine whether approval should be granted to Rezone the above described property as requested by Robert D. Newbold of Fort Mohave, Arizona, and WHEREAS, this property is located south of Bullhead City and west of Highway 95. The site is accessed from Highway 95 via west on Hammer Road to Covina Road, then south on Covina Road to the site. The property is located on the west side of Covina Road between Hammer Road and Torrance Road. The property has a house and garage on it along with a travel trailer. The terrain is sloping very slightly to the southwest. The surrounding land uses consist of vacant lots and single family residences. There is a significant drainage pattern crossing the property from the northeast to the southwest, and WHEREAS, the applicant requests this zone change to allow for a caretaker for the sick and elderly. The Mohave County General Plan designates this area as an Urban Development Area, and WHEREAS, this is a spot rezoning; the only other R-E (Residential-Recreation) zoned property is Lot 111 on the northwest comer of Torrance Road and Pasadena Road, and WHEREAS, a review of FEMA FIRM Panel #040058-2445C indicates the parcel described to be in Zone C, not in the FEMA Special Flood Hazard Area, and WHEREAS, the following described Findings of Fact are for the above captioned item: a. All notices have been advertised and posted according to regulations. b. The proposed action and the effect complies with the Mohave County General Plan. c. The site is adequate for the action intended and the use is consistent with the surrounding land uses and terrain, d. The site has legal access. e. There are no significant environmental features affecting the site. RESOLUTION NO. 96-81 Page 2 _._~ . . PAGE 2 OF 2 BK 2699 PG 40 FEE~9612914 WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on February 14, 1996, the Commission recommended DENIAL for a Rezone based upon the following: 1. This is a spot zoning as there is only one other R-E (Residential-Recreation) zoned lot in this subdivision. 2. This action would be better suited for a Zoning Use Permit for a secondary residence. WHEREAS, the notice of hearing was published in the Kingman Daily Miner, a newspaper of general circulation in Kingman, Mohave County, Arizona, February 18, 1996, and posted February 21, 1996, as required by Arizona Revised Statutes and the Mohave County Zoning Regulations. NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting on Thursday, March 7,1996, DENIED this Rezone as recommended by the Mohave County Planning and Zoning Commission and outlined herein.
