A RESOLUTION SETTING FORTH AN EXTENSION OF TIME FOR THE COMPLETION OF
IMPROVEMENTS FOR MONTE CARLO MOBILE HOME PARK ON PARCEL 5 IN SECTION
12, TOWNSHIP 21 NORTH, RANGE 19 WEST, IN THE GOLDEN VALLEY AREA, MORAVE
COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on February
5, 1996, a public hearing was conducted to determine whether an Extension of Time for the completion of
improvements for the Monte Carlo Mobile Home Park should be granted for the above described property
as requested by Manley Marks & Associates Laughlin Management of Tempe, Arizona, and
WHEREAS, this property is located north of Highway 68 between Laguna Road and Teddy
Roosevelt Road. The site is accessed from Highway 68 and is located on the northeast comer of the
extension of Laguna Road and Highway 68 intersection, and borders on the south side of Chino Drive. The
property is vacant. There is a significant wash that crosses the property from the northeast to the southwest.
The Mohave County General Plan designates this area as an Urban Development Area. and
WHEREAS, this rezone was conditionally approved by the Mohave County Board of Supervisors
on November 5, 1990, via BOS Resolution No. 90-316, It was extended for the first time with BOS
Resolution No. 92-38 on February 3,1992. A second extension was granted on March 8,1993, with BOS
Resolution No. 93-62, and the third extension was granted with BOS Resolution No. 94-263 on August 8,
1994, when the applicant was granted a 15-month extension, and
WHEREAS, the applicant requested this Extension of Time because "We have had a rough time
in getting this project off the ground. We have tried to get funding for the project from several sources but
have had no luck. However there has been some renewed interest in a partnership arrangement. I have
contacted all other governmental organizations involved ie., ADEQ and the Department of Transportation
and they have renewed all permits with regard to this property. We have spent a great deal of time and
money on this project and we very much need your help on this matter," and
WHEREAS, this will be the fourth Extension of Time for this property. The approved Extension
of Time Policy allows only two Extensions of Time when a developer is actively pursuing a schedule of
completion, and
WHEREAS, a review of FEMA FIRM Panel #040058-2325B indicates the parcel described to be
in Zone A, in the Special Flood Hazard Area, and

WHEREAS, the following described Findings of Fact are for the above captioned item:
a. All notices have been advertised and posted according to regulations.
b. The proposed action and effect complies with the Mohave County General Plan.
c. The site is adequate for the action intended and the use is consistent with the surrounding
land uses and terrain.
d. The neighboring area contains other like land uses similar to the above proposed action.
e. The site has legal access.
f. There are no significant environmental features affecting the site, except the noted Special
Flood Hazard Area.
g. This request does not conform to the Mohave County Extension of Time Policy.
WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
January 10, 1996, the Commission recommended APPROVAL for an Extension of Time for the completion
of improvements for Monte Carlo Mobile Home Park subject to the following:
1. Continued compliance with the conditions ofBOS Resolution Nos. 90-316, 92-38, 93-62 and
94-263.
2. This Extension of Time will be in effect until November 5, 1996.
WHEREAS, the notice of hearing was published in the Kingman Daily Miner, a newspaper of
general circulation in Kingman, Mohave County, Arizona, January 21, 1996, and posted January 19, 1996,
as required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Monday, February 5, 1996, APPROVED this Extension of Time for the completion of improvements
for the Monte Carlo Mobile Home Park as recommended by the Mohave County Planning and Zoning
Commission and outlined herein,
