A RESOLUTION SETTING FORTH AN EXTENSION OF TIME FOR A REZONE OF PARCEL
5, IN THE SW'I. NW'I. OF SECTION 34, TOWNSHIP 20 NORTH, RANGE 18 WEST, FROM A-R/
36A (AGRICULTURAL-RESIDENTIALITHIRTY-SIX ACRE MINIMUM LOT SIZE) ZONE TO
A-R/2A (AGRICUL TURAL-RESIDENTIALITWO ACRE MINIMUM LOT SIZE) ZONE, IN THE
GOLDEN V ALLEY AREA, MOHA VE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on May 6,
1996, a public hearing was conducted to determine whether an Extension of Time for a Rezone should be
granted for the above described property as requested by Kristan 1. and Joan Mae Harrison of Carson City,
Nevada, and
WHEREAS, this property is located south of Oatman Road, between Sacramento Road and
Centenial Road. The site is accessed from Oatman Road via south on Sacramento Road to the site, located
on the east side approximately one-quarter mile south of Oatman Road. The property is vacant and flat,
sloping slightly to the southwest. There are no significant drainage patterns crossing the property. The
Mohave County General Plan designates this area as a Suburban Development Area, and
WHEREAS, this rezone was conditionally approved by the Mohave County Board of Supervisors
on April 4, 1994, via BOS Resolution No, 94-106. It was extended for the first time with BOS Resolution
No. 95-181 on May I, 1995, An additional condition of approval for BOS Resolution No. 95-181 stated
that "This would be the last Extension of Time if the Sketch plan for this project is not filed by April 4,
1996." As of this date, a sketch plan for the proposed subdivision has not been submitted. It appears that
no other work has been done on this proj ect, and
WHEREAS, the applicant requested an Extension of Time as stated in a letter dated February 22,
1996, and
WHEREAS, this will be the second Extension of Time for this property, and
WHEREAS, a review ofFEMA FIRM Panel #040058-2500B indicates the parcel described to be
in Zone C, not in the FEMA Special Flood Hazard Area, and
WHEREAS, the following described Findings of Fact are for the above captioned item:

a. All notices have been advertised and posted according to regulations.
b. The proposed action and effect complies with the Mohave County General Plan.
c. The site is adequate for the action intended and the use is consistent with the surrounding
land uses and terrain.
d. The site has legal access.
e. There are no significant environmental features affecting the site.
f. This request for an Extension of Time does not comply with the approved Extension of Time
Policy.
WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
April I 0, 1996, the Commission recommended DENIAL for an Extension of Time for a Rezone based upon
the following:
1. The applicant has not complied with the Condition of Approval of BOS Resolution No. 95-
181 requiring that the Sketch Plan for this project be filed by April 4, 1996. It has not been
submitted to the Planning and Zoning Department.
2. The Extension of Time Policy allows only one extension when there has not been any
progress made by the applicant.
WHEREAS, the notice of hearing was published in the Kingman Daily Miner, a newspaper of
general circulation in Kingman, Mohave County, Arizona, April 21, 1996, and posted April 19, 1996, as
required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Monday, May 6, 1996, DENIED this Extension of Time for a Rezone as recommended by the Mohave
County Planning and Zoning Commission and outlined herein.
