NEV. OF LOT 4, SO-HI ESTATES, UNIT 2, FIRST AMENDED, IN SECTION 30, TOWNSHIP 22 NORTH, RANGE 17 WEST, FOR A WATER DISTRICT OFFICE BUILDING IN A R-E (RESIDENTIAL-RECREATION) ZONE, IN THE GOLDEN VALLEY AREA, MOHAVE COUNTY, ARIZONA. WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on April 1, 1996, a public hearing was conducted to determine whether a Zoning Use Permit should be granted for the above described property as requested by the So-Hi Water District of Kingman, Arizona, and WHEREAS, this property is located east of Highway 93, north of the City of Kingman, The site is accessed from Highway 93 via east on Ranch Road to So-Hi Boulevard, then north on So-Hi Boulevard to the site, The site is located on the west side of So-Hi Boulevard approximately 1,000 feet north of Palo Verde Road. The property is vacant and hilly. The surrounding land uses consist of several vacant lots and single-family residences, There is a significant drainage pattern along the north side of the property, and WHEREAS, the applicant requests this Zoning Use Permit to allow a building that will be used for board meetings and as a maintenance facility. The Mohave County General Plan designates this area as a Rural Development Area, and WHEREAS, a review ofFEMA FIRM Panel #040058-2150B indicates the parcel described to be in Zone C, not in the FEMA Special Flood Hazard Area, and WHEREAS, the following described Findings of Fact are for the above captioned item: a. All notices have been advertised and posted according to regulations. b. The proposed action and effect complies with the Mohave County General Plan. c. The site is adequate for the action intended and the use is consistent with the surrounding terrain. d. The site has legal access. e. There are no significant environmental features affecting the site. WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on March 13, 1996, the Commission recommended DENIAL for a Zoning Use Permit based upon lhe following: ... .. . . WHEREAS, the notice of hearing was published in the Kingman Daily Miner, a newspaper of general circulation in Kingman, Mohave County, Arizona, March 17, 1996, and posted March 15, 1996, as required by Arizona Revised Statutes and the Mohave County Zoning Regulations. NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting on Monday, April1, 1996, APPROVED this Zoning Use Permit following extensive public input. The approval of the Zoning Use Permit is subject to the following conditions: ATTEST: I. This Zoning Use Permit is for a water district office/maintenance building and associated uses only. The building is not to be used as a community facility or for community events. 2. The building must be set back a minimum often (10) feet from any land involved in the prescriptive rights lawsuit. Areas involved in the lawsuit will be determined from documents filed with the court. 3. Submission of a Parcel Plat in accordance with Article 3.16.B of the Mohave County Subdivision Regulations and 102,04-B of the Standard Specifications and Details is required. 4. Each parcel shall meet or exceed its respective acreage exclusive of roadways. 5. The applicant shall comply with all applicable provisions of the Mohave County Zoning Regulations. Section 27.P (Site Plan Requirements) must be completed and approved prior to the approval of permits, The site plan must show where each different land use is located on the property, A general drainage report will have to be submitted along with the site plan. 6. The appropriate zoning, building, environmental and flood plain permits will be obtained prior to construction. MOHA VE COUNTY BOARD OF SUPERVISORS // /,.'
