INDEXED M\CROflLMill ~ 9630647 BK 2742 PG 230 OFFICIAL RECORDS OF MOHAVE COUNTY, , JOAN MC CALL, MOHAVE COUNTY RECORDE' 06/05/96 08:41A PAGE 1 OF 2 MOHAVE COUNTY BOARD DF SUPERVISORS RECORDING FEE 0.00 RESOLUTION NO. 96-216 A RESOLUTION SETIING FORTH A SPECIFIC USE PERMIT ON PARCEL VI-E-C-A, IN THE KINGMAN AIRPORT INDUSTRIAL PARK, IN SECTION 26, TOWNSHIP 22 NORTH, RANGE 16 WEST, FOR THE ESTABLISHMENT OF A FULLY STAFFED FIRE SUBSTATION AND TRAINING FACILITY IN AN A-D (AIRPORT-DEVELOPMENT) ZONE, IN THE KINGMAN AREA, MOHA VE COUNTY, ARIZONA. WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on June 3, 1996, a public hearing was conducted to determine whether a Specific Use Permit should be granted for the above described property to Jim Wilkinson, Executive Director, Kingman Airport Authority, Kingman, Arizona, and WHEREAS, the property is located in the Kingman Airport Industrial park northeast of the City of Kingman and east of Highway 66. The site is accessed from Highway 66, then southeast on Mohave Airport Drive to Shipping Lane, then northeast on Shipping Lane to the site, located on the southwest comer of Shipping Lane and Finance Way, and WHEREAS, the applicant requests this Specific Use Permit for the construction of a fully staffed fire substation and training facility for the Hualapai Valley Fire District. The proposed site is flat, vacant and surrounded by a variety of commercial and industrial uses. The Mohave County General Plan designates this area as an Urban Development Area, and WHEREAS, a review ofFEMA FIRM Panel #040058-2l70B indicates the parcel described to be in Zone C, not in the FEMA Special Flood Hazard Area, and WHEREAS, the following described Findings of Fact are for the above captioned item: a. All notices have been advertised and posted according to regulations. b. The proposed action and effect complies with the Mohave County General Plan. c. The site is adequate for the action intended and the use is consistent with the surrounding land uses and terrain. d. The site has legal access. e. There are no significant environmental features affecting the site. WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on May 8, 1996, the Commission recommended APPROVAL for a Specific Use Permit subject to the following: . . The Specific Use permit is intended for the Hualapai Valley Fire District's substation and training facility and activities related thereto; any other use will require an additional Specific Use Permit. 2. The applicant shall comply with all applicable provisions of the Mohave County Zoning Regulations. Section 27.P (Site Plan Requirements) must be completed and approved prior to approval of permits. In addition, a Limited Drainage Report will have to be submitted to include a method for the on-site mitigation of any additional runoff created by this development. 3. The appropriate zoning, building, environmental and floodplain permits will be obtained prior to construction. 4. Approval of a Specific Use Permit with such conditions and restrictions as the Board of Supervisors may impose shall be valid for two (2) years, in which time construction on the project shall commence or the use authorized shall be initiated. Prior to expiration of the approval, the developer may request an Extension of Time from the Commission to initiate the project, and the Commission shall recommend to the Board an action based upon a finding of substantial grounds of which to grant such an Extension of Time up to one (1) year. WHEREAS, the notice of hearing was published in the Kingman Daily Miner, a newspaper of general circulation in Kingman, Mohave County, Arizona, May 19, 1996, and posted May 17, 1996, as required by Arizona Revised Statutes and the Mohave County Zoning Regulations. NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting on Monday, June 3,1996, APPROVED this Specific Use Permit as recommended by the Mohave County Planning and Zoning Commission and outlined herein.
