WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on June 3, 1996, a public hearing was conducted to determine whether an Extension of Time for a Zoning Use Permit should be granted for the above described property as requested by Keith O'Camb of Riverside, California, and WHEREAS, this property is located east of Stockton Hill Road and north of Northern A venue. The site is accessed from Stockton Hill Road via east on Northern Avenue to North Bank Street, then north on North Bank Street to Neal Avenue, then west on Neal Avenue to the site located on the north side of Neal Avenue approximately 325 feet west of North Bank Street. The property is vacant and flat, sloping slightly to the east. There are no significant drainage patterns crossing the property. The Mohave County General Plan designates this area as an Urban Development Area, and WHEREAS, this Zoning Use Permit was conditionally approved by the Mohave County Board of Supervisors on May 2,1994, per BOS Resolution No. 94-157 and was extended for the first time via BOS Resolution No. 95-249 on June 5, 1996, and WHEREAS, the applicant requested in a letter dated March 19,1996, that the Zoning Use Permit be extended for one year. The letter stated that "The reason for this request stems from my involvement in a lawsuit in California which has not yet concluded," and WHEREAS, this will be the second Extension of Time for this property, and WHEREAS, a review ofFEMA FIRM Panel #040058-2165C indicates the parcel described to be in Zone C, not in the FEMA Special Flood Hazard Area, and WHEREAS, the following described Findings of Fact are for the above captioned item: a. All notices have been advertised and posted according to regulations. b. The proposed action and effect complies with the Mohave County General Plan. c. The site is adequate for the action intended and the use is consistent with the surrounding land uses and terrain. . , ',"" ,. - RESOLUTION NO. 96-208 PAGE 2 OF 2 BK 27~2 PG 217 FEE~9630640 Page 2 d. The neighboring area contains other like land uses similar to the above proposed action. e. The site has legal access. f. There are no significant environmental features affecting the site. g. This request complies with the Extension of Time Policy. WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on May 8, 1996, the Commission recommended APPROVAL for an Extension of Time for a Zoning Use Permit subject to the following: 1. Continued compliance with the conditions of BOS Resolution No. 94-157. 2. This will be the last Extension of Time allowed; the placement of the residence must be completed before May 2, 1997. 3. This Extension of Time will be in effect until May 2, 1997. WHEREAS, the notice of hearing was published in the Kingman Daily Miner, a newspaper of general circulation in Kingman, Mohave County, Arizona, May 19, 1996, and posted May 17, 1996, as required by Arizona Revised Statutes and the Mohave County Zoning Regulations. NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting on Monday, June 3,1996, APPROVED this Extension of Time for a Zoning Use Permit as recommended by the Mohave County Planning and Zoning Commission and outlined herein.
