A RESOLUTION SETTING FORTH A ZONING USE PERMIT ON A PORTION OF THE WY1
SEV. OF SECTION 16, TOWNSHIP 16 NORTH, RANGE 19 WEST, FOR A JUVENILE BOYS
INSTITUTION IN AN A-R/36A (AGRICULTURAL-RESIDENTIAL/THIRTY_SIX ACRE
MINIMUM LOT SIZE) ZONE, IN THE YUCCA PORTION OF THE MOHA VE COUNTY
GENERAL AREA, MOHA VE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on June 3,
1996, a public hearing was conducted to determine whether a Zoning Use Permit should be granted for the
above described property as requested by Arrowhead West, being represented by Roger E. Goodwin, P. E.,
Chairman of the Advisory Committee, Lake Havasu City, Arizona, and
WHEREAS, this property is located south ofInterstate 40 and the Franconia Road Exit. The site
is accessed from Interstate 40 via Franconia Exit south on the Franconia Wash Road to National Old Trails
Road, then northwest on National Old Trails Road to the site located approximately one mile. The property
has an old abandoned Air Force radar station that sits on the highest portion of the property; the remainder
of the property is relatively flat terrain, sloping slightly to moderately to the southwest and to the north. The
surrounding land uses consist of vacant Bureau of Land Management (BLM) land. There are a few
significant drainage patterns crossing the property north and south, and
WHEREAS, the applicant requests this Zoning Use Permit to allow for a treatment/training facility
for 40 juvenile boys on 11.25 acres ofBLM land alongside the old radar site on National Old Trails Road.
The Mohave County General Plan designates this area as a Rural Development Area, and
WHEREAS, a review ofFEMA FIRM Panel #040058-2850B indicates the parcel described to be
in Zone C, not in the FEMA Special Flood Hazard Area, and
WHEREAS, the following described Findings of Fact are for the above captioned item:
a. All notices have been advertised and posted according to regulations.
b. The proposed action and effect complies with the Mohave County General Plan.
c. The site is adequate for the action intended and the use is consistent with the surrounding
land uses and terrain.
d. The site has legal access.
e. There are no significant environmental features affecting the site.

WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
May 8, 1996, the Commission recommended APPROVAL for a Zoning Use Permit subject to the following:
1. This Zoning Use Permit is intended for a treatment/training facility for 40 juvenile boys on
11.25 acres of BLM land alongside the old radar site on National Old Trails Road and
activities related thereto.
2. The applicant shall comply with all applicable provisions of the Mohave County Zoning
Regulations. Section 27.P (Site Plan Requirements) must be completed and approved prior
to approval of permits.
3. The appropriate zoning, building, environmental and floodplain permits will be obtained
prior to construction.
4. If construction or use has not commenced within one year of Board approval of the Zoning
Use Permit or if the use has been discontinued for six months, then approval shall terminate
at that date.
5. This Zoning Use Permit is subject to revocation upon 60 days notification by the Board of
Supervisors if, in the opinion of the Commission and Board, the continued use of the
property would be contrary to the public health, safety and welfare.
WHEREAS, the notice of hearing was published in the Kingman Daily Miner, a newspaper of
general circulation in Kingman, Mohave County, Arizona, May 19, 1996, and posted May 17, 1996, as
required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Monday, June 3,1996, APPROVED this Zoning Use Permit as recommended by the Mohave County
Planning and Zoning Commission and outlined herein.
