A RESOLUTION SETTING FORTH AN EXTENSION OF TIME FOR A ZONING USE PERMIT
ON A PORTION OF THE NY> SEY- OF SECTION 21, TOWNSHIP 14 NORTH, RANGE 20 WEST,
FOR A RECREATIONAL VEHICLE (RV) PARKIN A C-2 (GENERAL COMMERCIAL) ZONE,
IN THE LAKE HA V ASU CITY AREA, MORAVE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on June 3,
1996, a public hearing was conducted to determine whether an Extension of Time for a Zoning Use Permit
should be granted for the above described property as requested by William T. Miller, P.E., of William T.
Miller Engineering, Lake Havasu City, Arizona, representing the new owners, Leon and Norma James of
Bixby, Oklahoma, and
WHEREAS, this will be the fourth Extension of Time, and
WHEREAS, this property is located west of State Highway 95 and north of Lake Drive, north and
west of the city limits of Lake Havasu City. The site is accessed from State Highway 95. The property is
vacant and no improvements have been made in connection with the Recreational Vehicle Park. There are
no significant drainage patterns crossing the property. The Mohave County General Plan designates this
area as an Urban Development Area, and
WHEREAS, this Zoning Use Permit was conditionally approved by the Mohave County Board of
Supervisors on February 3, 1992, per BOS Resolution No. 92-26 to Havasu Falls Partners of Upland,
California. The first Extension of Time was granted on June 7, 1993, via BOS Resolution No. 93-151 to
the same owners, and the second Extension of Time was granted via BOS Resolution No. 94-103 on April
4,1994. A third Extension of Time was granted on September 5,1995, with BOS Resolution No. 95-361.
The property has been sold to Mr. and Mrs. Bixby since the last Extension of Time, and
WHEREAS, the applicant requested in a letter dated March 13, 1996, that the Zoning Use Permit
be extended for one year. The letter stated that "We are currently in the process of development and have
met with your staff to amend the original conceptual site plan. We also request the Board of Supervisors
and the Planning and Zoning Department to delete the words 'pads and parking' from paragraph No, 9 of
the conditions of approval." The new owners' engineer, William T. Miller of William T. Miller
Engineering, Lake Havasu City, Arizona, has submitted a park plan for review to the Planning and Zoning
Department, and
WHEREAS, a review ofFEMA FIRM Panel #040058-2000B indicates the parcel described to be
in Zone C, not in the FEMA Special Flood Hazard Area, and

WHEREAS, the following described Findings of Fact are for the above captioned item:
a. All notices have been advertised and posted according to regulations.
b. The proposed action and effect complies with the Mohave County General Plan.
c. The site is adequate for the action intended and the use is consistent with the surrounding
land uses and terrain.
d. The neighboring area contains other like land uses similar to the above proposed action.
e. The site has legal access.
f. There are no significant environmental features affecting the site.
g. This request complies with the Extension of Time Policy.
WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
May 8, 1996, the Commission recommended APPROVAL for an Extension of Time for a Zoning Use
Permit subject to the following:
1. Continued compliance with the conditions of BOS Resolution No. 92-26.
2. This Extension of Time will be in effect until June 7, 1997.

WHEREAS, the notice of hearing was published in the Kingman Daily Miner, a newspaper of
general circulation in Kingman, Mohave County, Arizona, May 19, 1996, and posted May 17, 1996, as
required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Monday, June 3, 1996, APPROVED this Extension of Time for a Zoning Use Permit as recommended
by the Mohave County Planning and Zoning Commission and outlined herein.
