RESOLUTION NO. 96-297 A RESOLUTION SETTING FORTH A ZONING USE PERMIT ON LOT 2, BLOCK 99, NEW KINGMAN ADDITION, UNIT 8, TRACT 1101, IN SECTION 30, TOWNSHIP 22 NORTH, RANGE 16 WEST, FOR A RESIDENCE IN A C-l (NEIGHBORHOOD COMMERCIAL) ZONE, IN THE KINGMAN AREA, MOHA VE COUNTY, ARIZONA. WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on August 5, 1996, a public hearing was conducted to determine whether a Zoning Use Permit should be granted for the above described property as requested by Danny S. and Patricia L. King of Bloomington, Galifornia, and WHEREAS, this property is located east of Stockton Hill Road and north of Northern Avenue, north of the City of Kingman. The site is accessed from Stockton Hill Road via east on Northern Avenue to North Bank Street, then north on North Bank Street to Thompson Avenue, then west on Thompson Avenue to the site located on the south side approximately 60 feet west of North Bank Street. The property is vacant and flat. The surrounding land uses consist of several neighborhood businesses to the south and single-family residences to the north, east and west. There are no significant drainage patterns crossing the property, and WHEREAS, the applicant requests this Zoning Use Permit for a mobile home as a single-family residence in a C-l (Neighborhood Commercial) zone. The Mohave County General Plan designates this area as an Urban Development Area, and WHEREAS, a review ofFEMA FIRM Panel #040058-2165C indicates the parcel described to be in Zone C, not in the FEMA Special Flood Hazard Area, and WHEREAS, the following described Findings of Fact are for the above captioned item: a. All notices have been advertised and posted according to regulations. b. The proposed action and effect complies with the Mohave County General Plan. c. The site is adequate for the action intended and the use is consistent with the surrounding land uses and terrain. d. The neighboring area contains other like land uses similar to the above proposed action. e. The site has legal access. f. There are no significant environmental features affecting the site. WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on July 10, 1996, the Commission recommended APPROVAL for a Zoning Use Permit subject to the following: 1. This Zoning Use Permit is for a mobile home as a single-family residence in a C-I (Neighborhood Commercial) zone and activities related thereto. 2. The applicant shall comply with all applicable provisions of the Mohave County Zoning Regulations. 3. The appropriate zoning, building, environmental and floodplain permits will be obtained prior to construction. 4. If construction or use has not commenced within one year of Board approval of the Zoning Use Permit or if the use has been discontinued for six months, then approval shall terminate at that date. 5. This Zoning Use Permit is subject to revocation upon 60 days notification by the Board of Supervisors if, in the opinion of the Commission and Board, the continued use of the property would be contrary to the public health, safety and welfare. WHEREAS, the notice of hearing was published in The Standard, a newspaper of general circulation in Kingman, Mohave County, Arizona, July 20, 1996. and posted July 19, 1996, as required by Arizona Revised Statutes and the Mohave County Zoning Regulations. NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting on Monday, August 5, 1996, APPROVED this Zoning Use Permit as recommended by the Mohave County Planning and Zoning Commission and outlined herein.
