RESOLUTION NO. 96-257
A RESOLUTION SETIING FORTH A ZONING USE PERMIT ON LOTS 11 AND 12, BLOCK 118,
NEW KINGMAN ADDITION, UNIT 8, TRACT 1101, IN SECTION 29, TOWNSHIP 22 NORTH,
RANGE 16 WEST, FOR A RESIDENCE IN A C-2 (GENERAL COMMERCIAL) ZONE, IN THE
KINGMAN AREA, MOHA VE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on July I,
1996, a public hearing was conducted to determine whether a Zoning Use Permit should be granted for the
above described property as requested by Arizona Mobile Homes, representing the owner, John H. Allred
of Kingman, Arizona, and
WHEREAS, this property is located north of the City of Kingman, east of Stockton Hill Road and
north of Northern Avenue between North Bank Street and North Melody Street. The site is accessed from
Stockton Hill Road via east on Northern A venue to North Bank Street, then north on North Bank Street to
Neal Avenue, then east on Neal Avenue to the site, located on the south side of Neal Avenue approximately
400 feet east of North Bank Street. The property is vacant and flat. The surrounding land uses consist of
neighborhood commercial businesses along North Bank Street and Northern Avenue, and single family
residences to the north, east and west. There are no significant drainage patterns crossing the property, and
WHEREAS, the applicant requests this Zoning Use Permit to place a residence on the property.
The Mohave County General Plan designates this area as an Urban Development Area, and
WHEREAS, a review ofFEMA FIRM Panel #040058-2165C indicates the parcel described to be
in Zone C, not in the FEMA Special Flood Hazard Area, and
WHEREAS, the following described Findings of Fact are for the above captioned item:
a. All notices have been advertised and posted according to regulations.
b. The proposed action and effect complies with the Mohave County General Plan.
c. The site is adequate for the action intended and the use is consistent with the surrounding
land uses and terrain.
d. The neighboring area contains other like land uses similar to the above proposed action.
e. The site has legal access.
f. There are no significant environmental features affecting the site.
WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
June 12, 1996, the Commission recommended APPROVAL for a Zoning Use Permit subject to the
following:

1. This Zoning Use Permit is for a residence and activities related thereto.
2. The applicant shall comply with all applicable provisions of the Mohave County Zoning
Regulations.
3. Before permits may be issued the applicant must join Lots 11 and 12 together and obtain one
Assessor's Parcel Number from the Mohave County Assessor's Office.
4. The appropriate zoning, building, environmental and floodplain permits will be obtained
prior to construction.
5. If construction or use has not commenced within one year of Board approval of the Zoning
Use Permit or if the use has been discontinued for six months, then approval shall terminate
at that date.
6. This Zoning Use Permit is subject to revocation upon 60 days notification by the Board of
Supervisors if, in the opinion of the Commission and Board, the continued use of the
property would be contrary to the public health, safety and welfare.
WHEREAS, the notice of hearing was published in the Kingman Daily Miner, a newspaper of
general circulation in Kingman, Mohave County, Arizona, June 16, 1996, and posted June 14, 1996, as
required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Monday, July 1, 1996, APPROVED this Zoning Use Permit as recommended by the Mohave County
Planning and Zoning Commission and outlined herein.
