A RESOLUTION SETTING FORTH A REZONE OF PARCEL 7, LAZY YoU RANCH, PHASE 1,
IN SECTION 3, TOWNSHIP 20 NORTH, RANGE 16 WEST, FROM A-R18A (AGRICULTURAL-
RESIDENTIAL/EIGHT ACRE MINIMUM LOT SIZE) ZONE TO A-R/5A (AGRICULTURAL-
RESIDENTIAL/FIVE ACRE MINIMUM LOT) ZONE, IN THE MOHA VE COUNTY GENERAL
AREA, MOHA VE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on July 1,
1996, a public hearing was conducted to determine whether approval should be granted to Rezone the above
described property as requested by the applicant, CSNA Surveying, for the owner, Diane A. Cardin of Apple
Valley, California, and
WHEREAS, this property is located east of Hualapai Mountain Road. The site is accessed from
Lazy YoU Drive to the property on the north and south sides of the intersections of Buckskin Lane and Lazy
YoU Drive, Lazy YoU Lane and Lazy YoU Drive, and Indian Pony Drive and Lazy YoU Drive. The property
is vacant and is bordered on all sides by vacant land. The terrain is rugged mountain foothill country. There
are significant drainage patterns crossing the property, and
WHEREAS, the applicant requests this zone change to allow residential development. The
applicant proposes to divide the 32-plus-acre parcel into four 5-plus-acre parcels and one ll.03-acre parcel.
The Mohave County General Plan designates this area as a Rural Development Area, and
WHEREAS, this property was rezoned A-Rl8A with BOS Resolution No. 93-170 and split into
three parcels at that time. The parcel plat was recorded July 29, 1994. The applicant wants to reconfigure
the split to create more parcels, and
WHEREAS, a review ofFEMA FIRM Panel #040058-2350B indicates the parcel described to be
in Zone C, not in the FEMA Special Flood Hazard Area, and
WHEREAS, the following described Findings of Fact are for the above captioned item:
a. All notices have been advertised and posted according to regulations.
b. The proposed action and effect complies with the Mohave County General Plan.
c. The site is not adequate for the action intended and the use is not consistent with the terrain.
d. The neighboring area contains other like land uses similar to the above proposed action.
e. The site has legal access.
f. There are significant environmental features affecting the site as a result of the steeply
sloping and rugged terrain.

WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
June 12, 1996, the Commission recommended DENIAL for a Rezone based upon the following:
I. The property is hampered by steep terrain and placement of roads. Splitting it further creates
small, unusable parcels.
WHEREAS, the notice of hearing was published in the Kingman Daily Miner, a newspaper of
general circulation in Kingman, Mohave County, Arizona, June 16, 1996, and posted June 14, 1996, as
required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Monday, July I, 1996, DENIED this Rezone as recommended by the Mohave County Planning and
Zoning Commission and outlined herein.
