A RESOLUTION SETTING FORTH A SPECIFIC USE PERMIT ON THE NY. EY. NY. WY. SE%
SW'I. OF SECTION 35, TOWNSHIP 19 NORTH, RANGE 22 WEST, FOR OPEN LOT STORAGE
IN A M (GENERAL MANUFACTURING) ZONE, IN THE SOUTH MOHA VE VALLEY AREA,
MOHA VE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on July 1,
1996, a public hearing was conducted to determine whether a Specific Use Permit should be granted for the
above described property as requested by Jerry Bloor of Fort Mohave, Arizona, and
WHEREAS, this property is located east of Highway 95, south of Bullhead City between Joy Lane
and Lipan Boulevard. The site is accessed from Highway 95 via east on Lipan Boulevard to an Ingress and
Egress (I&E) located approximately three-tenths mile east of Highway 95, then north on this I&E
approximately 1,000 feet to the southwest comer of the property. The property is vacant and flat, sloping
slightly to the west. The surrounding land uses consist of vacant property and several commercial
businesses. On the north side are several single family residences. There are no significant drainage
patterns that cross the property, and
WHEREAS, the applicant requests this Specific Use Permit to allow for open lot storage on this
property. The Mohave County General Plan designates this area as an Urban Development Area, and
WHEREAS, a review ofFEMA FIRM Panel #040058-2445C indicates the parcel described to be
in Zone C, not in the FEMA Special Flood Hazard Area, and
WHEREAS, the following described Findings of Fact are for the above captioned item:
a. All notices have been advertised and posted according to regulations.
b. The proposed action and effect complies with the Mohave County General Plan.
c. The site is adequate for the action intended and the use is consistent with the surrounding
land uses and terrain.
d. The neighboring area contains other like land uses similar to the above proposed action.
e. The site has legal access.
f. There are no significant environmental features affecting the site.
WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
June 12, 1996, the Commission recommended APPROVAL for a Specific Use Permit subject to the
following:

1. This Specific Use Permit is intended to allow for open lot storage on this property and
activities related thereto; any new use will require another Specific Use Permit.
2. The applicant shall comply with all applicable provisions of the Mohave County Zoning
Regulations. Section 27.P (Site Plan Requirements) must be completed and approved prior
to approval of permits. In addition, a Limited Drainage Report will have to be submitted to
include a method for the on-site mitigation of any additional runoff created by this
development.
3. There will not be any hazardous materials stored on this site.
4. The appropriate zoning, building, environmental and floodplain permits will be obtained
prior to construction.
5. Approval of a Specific Use Permit, with such conditions and restrictions as the Board of
Supervisors may impose, shall be valid for two (2) years in which time construction on the
project shall commence or the use authorized shall be initiated. Prior to expiration of the
approval, the developer may request an Extension of Time from the Commission to initiate
the project, and the Commission shall recommend to the Board an action based upon a
finding of substantial grounds of which to grant such an Extension of Time up to one (1)
year.
WHEREAS, the notice of hearing was published in the Kingman Daily Miner, a newspaper of
general circulation in Kingman, Mohave County, Arizona, June 16, 1996, and posted June 14, 1996, as
required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Monday, July 1, 1996, APPROVED this Specific Use Permit as recommended by the Mohave County
Planning and Zoning Commission and outlined herein.
