RESOLUTION NO. 96-338
A RESOLUTION SETTING FORTH AN EXTENSION OF TIME OF THE APPROVED
PRELIMINARY SUBDIVISION PLAN OF PARADISE MESA, TRACT 4153, BEING A
SUBDIVISION OF A PORTION OF THE NY, OF THE NY, OF SECTION 12, TOWNSHIP 19
NORTH, RANGE 22 WEST, IN THE SOUTH MOHA VE VALLEY AREA, MOHA VE COUNTY,
ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on October
7, 1996, a public hearing was conducted to determine whether approval should be granted for an Extension
of Time as requested by G. Kelly Grier of Burton Engineering, Inc., Bullhead City, Arizona, for the above
described Preliminary Subdivision Plan. The owner of the project is Dennis Gootrad of Mohave
Development Inc., Westlake Village, California, and
WHEREAS, the subdivision is located contiguous to the southeastern boundary of Bullhead City.
The property is accessed via State Highway 95, then east on the Bullhead Parkway, then southeast one-
quarter mile along Arroyo Vista Drive to the site, and
WHEREAS, the Preliminary Plan depicts 131 acres subdivided into 279 single-family residential
lots, 6 multi-family parcels, 2 commercial parcels, and 16.4 acres of open space. The minimum size of the
single-family residential lots is 6,000 square feet, with an average density of 4.8 lots per acre. The multi-
fmnily parcels will be developed as lots with a minimum size of 8,000 square feet, and at a maximum
density of 20 dwelling units per acre, and
WHEREAS, the engineerng firm has indicated in a letter dated July II, 1996, that an Extension of
Time is being requested based on the following: "Based on the current market conditions in Mohave
County, which shows slow growth, the HKC of Arizona does not feel the time is right to start the first phase
of their approved preliminary plan. They are currently negotiating with another developer who is interested
in Parcels I, K and L. We have been working with the Army Corp of Engineers for determination of the
jurisdictional boundaries of the Wash for purposes of 404 Permitting of the proposed Paradise Mesa
Development. We have had several meetings with them to discuss the treatment of the Wash", and
WHEREAS, the Preliminary Plan for this tract was approved by the Mohave County Board of
Supervisors on August 8,1994, per BaS Resolution No. 94-257. No Final Plat has been submitted for
review. Subdivision Regulation Article 3.10-1 states: "Upon application to the Commission and prior to
the expiration of the time limit, extensions in increments of one (1) year may be granted by the Board of
Supervisors if the subdivider is actively processing the Final Plat. If such action is not taken then all
proceedings relating to the plat shall be terminated", and

WHEREAS, the Mohave County Public Works Department has indicated that upon receipt of any
additional submittals of this project for processing, the adequacy of the drainage and compatibility ofthis
proposed subdivision with surrounding development will be reviewed, and has recommended that any
required changes or modifications will be the responsibility of the developer, and
WHEREAS, this will be the first Extension of Time, and
WHEREAS, the following are Findings of Fact for the above captioned item:
a. All notices have been advertised and posted according to regulations.
b. The proposed action complies with the Mohave County General Plan, and the property is
designated as an Urban Development Area.
c. The site is adequate for the action intended and the proposal is consistent with the
surrounding land uses.
d. This request complies with the Extension ofTirne Policy.
WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
September II, 1996, the Commission recommended APPROVAL of an Extension of Time for the
Preliminary Plan subject to the following conditions:
1. Compliance with all conditions ofBOS Resolution No. 94-257.
2. This Extension of Time will be in effect until August 8, 1997.
WHEREAS, the notice of hearing was published in The Standard, a newspaper of general
circulation in Kingman, Mohave County, Arizona, September 21,1996, and posted on September 20,1996,
as required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors at their regular meeting
on Monday, October 7, 1996, APPROVED this Extension of Time as recommended by the Mohave County
Planning and Zoning Commission and outlined herein.
