RESOLUTION NO. 96-328
A RESOLUTION SETTING FORTH AN ABANDONMENT OF THOMPSON CIRCLE, IN NEW
KINGMAN ADDITION, UNIT 9, TRACT 1102, IN SECTION 29, TOWNSIDP 22 NORTH, RANGE
16 WEST, IN THE KINGMAN AREA, MOHA VE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on September
3, 1996, a public hearing was conducted to determine whether approval should be granted for an
Abandonment of the above described roadway in the New Kingman Addition as requested by Walter F.
Zinunerman of Kingman, Arizona, and
WHEREAS, the applicant originally cmne to the county in August, 1975, and was given a letter
from the Mohave County Engineer allowing him to "eliminate. . . Thompson Circle." The applicant was
given the impression that the county would handle the abandonment proceedings. The abandonment was
never filed. The site is located north of Kingman along the southern side of Thompson Avenue, between
Thompson Way and Powell A venue. The lots surrounding Thompson Circle contain a house and auxiliary
buildings under the control of Mr. Zimmerman, and
WHEREAS, a review ofFEMA FIRM Panel #040058.2165C indicates the land described to be in
Zone AH, a FEMA Special Flood Hazard Area, and
WHEREAS, the following described Findings of Fact are for the above captioned item:
a. All notices have been advertised and posted according to regulations.
b. The property is designated as an Urban Development Area.
c. The proposed action is not in conflict with the Mohave County General Plan.
d. The applicant owns all lots fronting on Thompson Circle.
e. The City of Kingman's water system presently serves Thompson Circle. The abandonment
will not affect its operation.
f. There are no significant environmental features affecting the site other than the above
mentioned Special Flood Hazard Area.
g. Because the county holds fee title to Thompson Circle, the Board of Supervisors has the
option and may wish to sell the property to Mr. Zimmerman, and
WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
August 14, 1996, the Commission recommended APPROVAL for an Abandonment subject to the following:
I. All lots affected by this abandonment be combined into one parcel with legal access provided
to that parcel.

WHEREAS, the notice of hearing was published in The Standard, a newspaper of general
circulation in Kingman, Mohave County, Arizona, August 17, 1996 and August 24, 1996, and posted August
16, 1996, as required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Tuesday, September 3, 1996, APPROVED this Abandonment as recommended by the Mohave County
Planning and Zoning Commission and outlined herein.
