A RESOLUTION SETTING FORTH A ZONING USE PERMIT ON LOT 21, BLOCK 191, NEW
KINGMAN ADDITION, UNIT 11, TRACT 1104, IN SECTION 30, TOWNSHIP 22 NORTH,
RANGE 16 WEST, FOR A SECONDARY RESIDENCE IN A R-l (SINGLE FAMILY
RESIDENTIAL) ZONE, IN THE KINGMAN AREA, MOHA VE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on September
3, 1996, a public hearing was conducted to determine whether a Zoning Use Permit should be granted for
the above described property as requested by Noel L. and Reba H. Wallace of Kingman, Arizona, and
WHEREAS, this property is located east of Stockton Hill Road and north of Northern Avenue
between North Van Nuys Road and North Bond Street. The site is accessed from Stockton Hill Road via
east on Potter Avenue to North Van Nuys Road, then south on North Van Nuys Road to Packard Avenue,
then east on Packard Avenue to the site located on the north side, approximately 210 feet east of North Van
Nuys Road. The property has a single-fmnily residence and a garage on it. The surrounding land uses
consist of several vacant lots and single-fmnily residences. There are no significant drainage patterns, and
WHEREAS, the applicant requests this Zoning Use Permit to allow a secondary residence in a R-l
(Single Fmnily Residential) zone for their son. The applicant proposes to convert the existing garage into
living quarters. The Mohave County General Plan designates this area as an Urban Development Area, and
WHEREAS, a review ofFEMA FIRM Panel #040058-2165C indicates the parcel described to be
in Zone C, not in the FEMA Special Flood Hazard Area, and
WHEREAS, the following described Findings of Fact are for the above captioned item:
a. All notices have been advertised and posted according to regulations.
b. The proposed action and effect complies with the Mohave County General Plan.
c. The site is adequate for the action intended and the use is consistent with the surrounding
land uses and terrain.
d. The site has legal access.
e. There are no significant environmental features affecting the site.
WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
August 14, 1996, the Commission recommended APPROVAL for a Zoning Use Permit subject to the
following:

I. This Zoning Use Permit is for the garage to be converted to a secondary residence on this
property and the activities related thereto.
2. The applicant shall comply with all applicable provisions of the Mohave County Zoning
Regulations, Section 27.R (Accessory or Secondary Residence Requirements) and a site plan
in accordance with Section 27.R must be completed and approved prior to approval of
permits.
3. The appropriate zoning, building, environmental and floodplain permits will be obtained
prior to construction.
4. If construction or use has not commenced within one year of Board approval of the Zoning
Use Permit or if the use has been discontinued for six months, then approval shall terminate
at that date.
5. This Zoning Use Permit is subject to revocation upon 60 days notification by the Board of
Supervisors if, in the opinion of the Commission and Board, the continued use of the
property would be contrary to the public health, safety and welfare.
WHEREAS, the notice of hearing was published in The Standard, a newspaper of general
circulation in Kingman, Mohave County, Arizona, August 17, 1996, and posted August 16, 1996, as
required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Tuesday, September 3, 1996, APPROVED this Zoning Use Permit as recommended by the Mohave
County Planning and Zoning Commission and outlined herein.
